Model answer

In 1947 Sardar Patel defended the all-India services as the 'steel frame' that would hold a new nation together. The ethos he wanted was skill in the service of national purpose.

Professionalism: merit-based recruitment through UPSC (Article 315), political neutrality, rule-bound decisions, and expertise built over a career.

National consciousness: integrating princely States (V.P. Menon), running the first general election (Sukumar Sen, 1951–52), refugee rehabilitation after Partition, and today Aadhaar, elections and disaster response.

How they combine: the officer serves the Constitution, not a party. National interest is expressed through fair, efficient administration: the district collector in a flood, or the officer who delivers a scheme to the last village.

Tensions: politicisation, transfers as punishment, and a culture of process over outcomes. Reforms like Mission Karmayogi and lateral entry aim to renew competence.

The ethos holds when neutrality and nation-building pull in the same direction.
