Battle Brief

The Army Commanders’ Conference, the Indian Army’s top biannual forum, is meeting in New Delhi from 21 to 23 October 2026. Its highlight is a new Land Warfare Doctrine to be released by Defence Minister Rajnath Singh, a framework to prepare the Army for the changing character of war. The last such doctrine came out in December 2018; since then, the China stand-off, Operation Sindoor and the wars in Ukraine and West Asia have changed how armies fight.

Land Warfare Doctrine: what is happening?

A doctrine is the Army’s rulebook of ideas: how it thinks it will fight. Equipment, training and organisation all flow from it, so a new one matters more than any single purchase.

  • 21 Oct 2026: the Army Commanders’ Conference began in New Delhi, chaired by the Chief of the Army Staff (PIB).
  • The Defence Minister will release the Land Warfare Doctrine, an ‘overarching framework’ for future conflicts.
  • The CDS, the Navy Chief and the MeitY Secretary will speak on new security threats.
  • Also: the annual United Nations Journal, honours for UN peacekeepers, and awards for Green Military Stations and Aviation Flight Safety.

2026New Land Warfare DoctrineDrones, AI, precision strikes, multi-domain war
Back Story

What lessons is it expected to absorb?

  • Ladakh stand-off with China along the LAC since 2020.
  • Operation Sindoor (May 2025): precision strikes on terror sites in Pakistan and PoK, including loitering munitions.
  • Ukraine and West Asia: cheap drones, missiles and electronic warfare decide battles.
  • Counter-insurgency in J&K and the North-East remains an Army task.
Rulebook

  • Article 53(2): the supreme command of the Defence Forces vests in the President.
  • Union List Entry 1: defence of India; Entry 2: armed forces of the Union.
  • The Army Act, 1950 governs the Army; the Department of Military Affairs (2020) is headed by the CDS.
  • Doctrines are executive documents; they are not laws.
Fault Lines

What are the challenges?

  • A doctrine is only useful if budgets, buying and training follow it.
  • Capital spending is squeezed by salaries and pensions.
  • Drones, AI and electronic warfare need a strong domestic industry and supply chain.
  • Theatre commands, key for jointness, are still being finalised.
Road Ahead

What should be done next?

  • Align procurement (DAP 2020) with doctrine priorities like drones and counter-drone systems.
  • Train units for multi-domain operations with cyber and space agencies.
  • Speed up theatre commands to match the 2017 joint doctrine.
  • Publish an unclassified summary so industry and scholars can contribute.
Exam Radar

  • Operation Sindoor: May 2025.
