Property returns: what did the review find?
A return that lists a flat without its size or value tells the public very little. Disclosure only works when it is complete.

- Of 244 self-acquired properties, 115 had no area and 115 had no current value.
- 10 officers declared “nil” property.
- They own 219 homes, 3 commercial and 22 farm plots; 44 officers or spouses own three or more.
- Returns are filed by 31 January and made public by 31 March; they have been public since 2011.
- Section 44 of the Lokpal and Lokayuktas Act, 2013 was amended in 2016, but the rules are still not out.
Why do officers declare property?
Conduct rules require All India Services and central officers to file annual immovable property returns.
Disclosure helps spot wealth that does not match known income, a sign of possible corruption.
The Lokpal and Lokayuktas Act, 2013 requires public servants to declare assets and liabilities. The 2016 amendment changed this section, and new rules are still awaited.
Probity means honesty and integrity in public life. Transparency is one of its main tools.
