The paper, and decoding a topic
What the paper says (Civil Services (Main) Examination 2026, Essay, official paper): Time Allowed: Three Hours; Maximum Marks: 250. “Write two essays, choosing one topic from each of the following Sections A and B, in about 1000 – 1200 words each”, worth 125 marks each. The instructions add: “Word limit, as specified, should be adhered to.”
How the paper has changed (official papers): the 2014–2017 papers numbered Section B topics afresh from 1 to 4, while 2018 and 2020 numbered all eight topics 1 to 8. The 2015 paper reads: “Write two essays, choosing one from each of the following Sections A and B, in about 1000-1200 words each”, 2×125=250. Earlier papers leaned towards direct issue topics, for example UPSC CSE Essay, Section B, topic 1 (official UPSC question paper): “Cooperative federalism: Myth or reality” and UPSC CSE Essay, Section B, topic 4 (official UPSC question paper): “Tourism: Can this be the next big thing for India?”; recent papers lean towards quotations and abstract ideas, for example UPSC CSE Essay, Section A, topic 4 (official UPSC question paper): “Simplicity is the ultimate sophistication”. Prepare for both.
Recent papers are dominated by short aphorisms. For example, all eight topics of 2025 are one-line sayings, such as UPSC CSE Essay, Section A, topic 1 (official UPSC question paper): “Truth knows no color.” and UPSC CSE Essay, Section B, topic 5 (official UPSC question paper): “Muddy water is best cleared by leaving it alone.” (Battle IAS reading of the official papers).
Decoding in three steps. 1) Literal meaning: what do the words say? 2) Deeper meaning: what idea about life, society or the state is hidden in it? 3) Applied meaning: where can it be seen in India and the world? Take UPSC CSE Essay, Section A, topic 4 (official UPSC question paper): “A ship in harbour is safe, but that is not what ship is for”. Literal: ships are safest in port. Deeper: growth needs risk. Applied: start-ups, scientific research, reforms, a young person leaving home, a country opening its economy.
Structure: introduction, body, conclusion
A good essay has a simple shape. Introduction (about 150 words): a hook (an anecdote, a striking fact or a short story), the meaning of the topic, and a one-line thesis. Body (about 750-850 words): 6-8 paragraphs, each with one idea, an example, and a link to the thesis; include a fair counter-view and answer it. Conclusion (about 150 words): return to the hook, give a balanced, forward-looking message.
| Part | Words (approx.) | Job |
|---|---|---|
| Introduction | 150 | hook, meaning, thesis |
| Body: arguments | 550-650 | dimensions with examples |
| Body: counter-view | 150-200 | fair objections, then a reply |
| Conclusion | 150 | balanced, hopeful close |
Teaching table, within the official 1000-1200 word limit.
Example outline for UPSC CSE Essay, Section A, topic 2 (official UPSC question paper): “Visionary decision-making happens at the intersection of intuition and logic.” Hook: a farmer who reads the sky and also checks the weather app. Body: intuition (experience, values), logic (data, analysis), cases where one alone failed, how institutions combine both (expert committees plus public
consultation). Counter-view: intuition is bias. Reply: tested intuition, checked by data. Conclusion: leaders need both head and heart.
