UP’s reform-linked MoU under Jal Jeevan Mission 2.0: what happened?
The first phase of Jal Jeevan Mission was about laying pipes and giving tap connections. A tap is useful only if water keeps flowing and is safe. JJM 2.0 ties central support to reforms, so states commit to running and maintaining their schemes. UP’s MoU marks its formal entry into this framework.
- UP’s Jal Shakti Minister was present, and the UP Chief Minister joined by video.
- The MoU mandates a Gram Panchayat-led, service-based and community-centred model.
- Gram Panchayats will run Jal Seva Aankalan and share results through the Meri Panchayat app.
- DDWS’s Decision Support System will be used at district and Panchayat levels for source sustainability.
What are some of the 11 reform areas?
- Institutional architecture for drinking water governance and a service utility framework.
- Citizen-centric water quality governance, and source sustainability and water security.

What gains were cited at the event?

- A WHO study: universal tap water could save nearly 5.5 crore hours a day for women and prevent close to 4 lakh diarrhoeal deaths a year.
