Railways’ Reform Express: what happened?

Indian Railways earns most of its money from freight, but much of it is bulk coal and ore. Many other goods still go by road because rail rules are rigid: fixed wagon types, complex tariff slabs, costly licences. These reforms try to make rail easier to use for more kinds of cargo.

  • India generates about 340 million tonnes of fly ash a year; rail moved about 13 million tonnes in FY 2025-26, nearly four per cent.
  • Railways handles nearly 85 per cent of fertiliser transport; its freight had nearly fifty slabs.
  • Contractors with pending litigation above 50 per cent of net worth are barred from railway tenders.
  • Rail Bhoomi, a CRIS platform, will manage land acquisition end to end.
  • The nine earlier reforms included Gati Shakti Cargo Terminals, the RailTech policy and simpler refund rules.

How it works

How does a new wagon design get approved?

  1. Industry proposes a commodity-specific design
  2. RDSO evaluates and gives in-principle approval

Fault Lines

What are the challenges in Railways’ Reform Express?

  • Rail moves only about four per cent of fly ash; most still goes by road.
  • Containerisation needs terminals and handling equipment at many points.
  • Private wagon designs must clear several safety steps, which may take time.
  • The release gives no estimate of freight volume gains.
