The BIMSTEC Home Ministers Meeting: what happened?
National Security Advisers of BIMSTEC States already meet. Home Ministers add political weight on police powers: extradition, drugs, cybercrime and trafficking. The Delhi meeting is the first of that new layer.
- India hosted the first BIMSTEC Home Ministers Meeting (HMM) in New Delhi on 13 October 2026 under the chairmanship of the Union Home Minister.
- The seven member States adopted the Delhi Declaration, condemning terrorism in all forms including cross-border terrorism, and calling for full implementation of the BIMSTEC Convention on Combating International Terrorism, Transnational Organised Crime and Illicit Drug Trafficking (in force since March 2021).
- The Home Minister named five priority areas: drug control, counter-terrorism and legal cooperation, repatriation of fugitive criminals, cyber-security and cybercrime investigation, and institutional cooperation and capacity building.
How did the HMM come about?
- The 4th BIMSTEC Summit in Kathmandu (August 2018) decided to hold meetings at Home Ministers level, in addition to National Security Advisers or Chiefs.
- The 6th BIMSTEC Summit in Bangkok (4 April 2025) welcomed the HMM as a way to give strategic direction to security cooperation.
- India hosted the inaugural meeting; the Delhi Declaration thanks India for that initiative.
What security problems does the Declaration name?
- Terrorism and violent extremism, drug trafficking, organised crime, cybercrime, money laundering and terror finance, human trafficking, arms smuggling, piracy, poaching, illegal migration, and misuse of cyberspace.
- It also flags trafficking victims forced into online fraud and scam centres, and asks origin, transit and destination States to cooperate with a victim-centred approach.
Which BIMSTEC legal instruments matter here?
- Convention on Combating International Terrorism, Transnational Organised Crime and Illicit Drug Trafficking: in force since March 2021; the Declaration wants full and effective implementation.
- Convention on Mutual Legal Assistance in Criminal Matters: signed in March 2022 at the 5th Summit in Colombo; implementation is called for.
- Texts still being finalised: conventions on extradition, transfer of sentenced persons, and trafficking in persons, plus an SoP for rescue, repatriation and reintegration of trafficking victims.
- Plans of Action already finalised cover human trafficking, narcotic drugs and precursor chemicals, and anti-money laundering.
What did India put on the table at the meeting?
| Area | What was said |
|---|---|
| Five priorities | Drug control; counter-terrorism and legal cooperation; repatriation of fugitive criminals; cyber-security and cybercrime investigation; institutional cooperation and capacity building |
| Terrorism | Zero-tolerance policy; no safe haven, recruitment, training or fund-raising against neighbours from any part of the region |
| Drugs | Called “death trafficking”; pressed a whole-of-region approach; linked illicit proceeds to organised crime and terror finance |
| Disaster management | BIMSTEC Disaster Management Centre planned in Jamnagar, Gujarat, as proposed by the Prime Minister at the 6th Summit |
| UN tools | Effective implementation of UNSC sanctions, including the 1267 Sanctions Committee |
How does BIMSTEC security cooperation stack?
From summit decision to Home Ministers
- 4th Summit (2018) decides Home Ministers meetings
- 6th Summit (2025) welcomes HMM mechanism
- National Security Chiefs or Advisers keep working-level track
- First HMM (New Delhi, 2026) adopts Delhi Declaration
- JWG on CTTC and sub-groups follow up
Why does the BIMSTEC Home Ministers Meeting matter?
| Angle | What to note |
|---|---|
| Strategic | Puts Bay of Bengal security on a ministerial calendar, not only an NSA track. |
| Counter-terrorism | Common language on cross-border terrorism and UNSC 1267 sanctions. |
| Crime | Drugs, cybercrime, scam-centre trafficking and mutual legal assistance named together. |
| Disaster | Jamnagar centre would extend India’s first-responder role in the region. |
| Institutions | Secretariat encouraged to partner with UNODC, INTERPOL and FATF. |
What are the challenges in the BIMSTEC Home Ministers Meeting?
- Declarations do not bind police forces; results depend on extradition and mutual legal assistance in practice.
- Myanmar’s internal conflict can limit how far regional police cooperation goes.
- Scam-centre trafficking needs origin, transit and destination States to act together; that is hard when victims and criminals sit in different jurisdictions.
- Plans of Action and draft conventions still need finalisation and domestic laws to match.
What should be done next on the BIMSTEC Home Ministers Meeting?
- Finish the extradition and trafficking conventions and the SoP for victims.
- Publish annual drug reports from all members and build the Drug Offences Monitoring Desk.
- Make the Jamnagar Disaster Management Centre operational with active member participation.
- Use Home Ministry side-meetings at UN and regional forums to keep positions aligned.
