UPSC Mains 2022 GS Paper 1 Q9: model answer
How is the growth of Tier 2 cities related to the rise of a new middle class with an emphasis on the culture of consumption?
What the question wants
Explain how the growth of Tier 2 cities is linked to a new consumer-oriented middle class.
How to structure it
How is: explain the link with examples.
- Growth of Tier 2 cities
- The new middle class
- Culture of consumption
- Implications
How to think it through
Indore, Lucknow, Coimbatore and Jaipur now have malls, multiplexes and quick-commerce apps. The new middle class there is aspirational, digital and brand-aware. Link: jobs and connectivity → income → consumption → more businesses → more growth. A loop.
Model answer
Indore has topped the Swachh Survekshan rankings repeatedly, Coimbatore runs an engineering cluster, and Jaipur and Lucknow now host IT parks and international airports. India's growth story is no longer written only in its six metros.
Growth of Tier 2 cities
- Lower costs, better connectivity (highways, airports under UDAN), IT parks and manufacturing.
- Remote work and start-ups spreading beyond metros.
The new middle class
- Salaried professionals, small entrepreneurs and the children of farmers and traders with new jobs.
- Young, aspirational and digitally connected.
Culture of consumption
- Malls, multiplexes, branded retail, e-commerce and food delivery; e-commerce firms report a large share of orders from beyond the metros.
- Consumer credit and EMIs; lifestyle spending on cars, phones and travel.
Implications
- Positive: jobs in retail and services, new markets, decentralised growth.
- Negative: debt, rising inequality, pressure on infrastructure and changing traditional lifestyles.
Where this leaves India
Tier 2 cities and the new middle class drive each other's growth. Planned urban development can make this a balanced, sustainable process.
Draw: Loop: jobs → income → consumption → businesses → jobs.
Keywords, cases and data to drop in
UDAN, Tier 2 IT parks, e-commerce beyond metros, consumer credit, aspirational middle class.
Where most answers lose marks
- Describing metros instead of Tier 2 cities.
