Visa now mandatory for six non-Muslim migrant communities: MHA

In 30 seconds

The Ministry of Home Affairs has changed the rules so that members of six non-Muslim communities from Afghanistan, Bangladesh and Pakistan who entered by 31 December 2024 must hold a visa if they lack valid travel papers. The change lines up stay rules with the Citizenship (Amendment) Act, 2019. Read it to revise CAA, visa exemptions and neighbour travel rules.

The new visa rule: what happened?

People from six communities who earlier had special stay relief must now hold a visa if they have no travel papers.

  • The Ministry of Home Affairs amended the Immigration and Foreigners (Exemption) Order, 2025.
  • Members of six non-Muslim communities from Afghanistan, Bangladesh and Pakistan who entered by 31 December 2024 must hold an appropriate visa if they lack valid travel papers.
  • The six communities are the same set named in the Citizenship (Amendment) Act, 2019: Hindus, Sikhs, Buddhists, Jains, Parsis and Christians.
  • Separate exemptions continue for listed Pakistani nationals and for Nepal–Bhutan travel documents.
  • Sri Lankan Tamil refugees who arrived before 9 January 2015, and Tibetan refugees, keep their earlier protected status.
Back Story

How is this linked to the CAA?

The Citizenship (Amendment) Act, 2019 speeds up citizenship for the same six communities from Afghanistan, Bangladesh and Pakistan who entered India on or before 31 December 2014.

This new visa rule uses a later entry cut-off (31 December 2024) for stay and travel papers. It does not itself grant citizenship.

Indians going to Nepal or Bhutan, and their citizens entering or exiting India, must show identity documents listed in the Visa Manual.
