District-level estimates of the unincorporated sector: what happened?
The unincorporated sector means small shops, workshops and service units that are not companies. It employs huge numbers but was measured only at State level. District numbers let planners see where these units cluster and where they are weak.
- First time the NSO has put out district-level estimates from a large nationwide enterprise survey.
- The top 10 districts hold about one-tenth of establishments, workers and GVA; the top 50 hold nearly one-third.
- Roughly one-third of districts have more than one lakh unincorporated establishments each.
- In 237 districts women are one-third of the workforce; in 25 districts they are more than half.
- In 280 districts GVA per worker is above the all-India average of ₹1,56,539.
What is ASUSE?
- The Annual Survey of Unincorporated Sector Enterprises covers non-agricultural units in manufacturing, trade and other services.
- It covers proprietorships, partnerships (not LLPs), cooperatives, societies and trusts.
- It uses multi-stage stratified sampling: villages or UFS blocks first, then establishments; data are collected on tablets (CAPI).
- MoSPI had earlier released a profile of the sector for 46 million-plus cities (Census 2011 basis).
Where are the gaps in the data?
- Delhi has no district estimates, because all its districts were sampled as one stratum.
- Lakshadweep and Chandigarh have one district each, so their figures equal the UT figures.
- Some estimates have high Relative Standard Errors (RSEs); users are told to read them with care.
Which constitutional entries cover statistics?
- Seventh Schedule, List I, Entry 94: Inquires, surveys and statistics for the purpose of any of the matters in this List.
- List III, Entry 45: Inquiries and statistics for the purposes of any of the matters specified in List II or List III.

|---|---|
| Planning | District planners can target clusters and lagging areas. |
| Women | Female-led units dominate in parts of Telangana, Manipur, Meghalaya and Mizoram. |
| Productivity | 280 districts beat the national GVA per worker; others need credit and skills. |
| Federal data | Sub-State statistics support evidence-based policy. |
| MSME policy | Shows where informal enterprises need registration support. |
What are the challenges in district-level estimates of the unincorporated sector?
- High RSEs in some districts limit precise comparison.
- District boundaries have changed since the sampling frame was drawn.
- Delhi is left out of district estimates.
- The data show where units are, not why productivity differs.

- Use district data in district plans and credit plans.
- Bigger samples in districts with high RSEs.
- Link with registration drives for informal units.
