BIMSTEC: Members, Charter, Sectors of Cooperation, Bangkok Summit 2025 and Why India Prefers It to SAARC (UPSC Notes + PYQs)

UPSC has already asked about this. Read the story with these questions in mind.
Growth of the group
Founded as BIST-EC with Bangladesh, India, Sri Lanka and Thailand in 1997; Myanmar joined the same year, Nepal and Bhutan in 2004. The name changed to BIMSTEC in 2004. Summits are rare: the sixth was held in Bangkok in April 2025, where the “Bangkok Vision 2030” and a maritime transport agreement were adopted.
Structure and sectors
The Charter, signed at Colombo (2022), gave legal personality. Fourteen sectors were rationalised into seven pillars, each led by a member: India leads security (counter-terrorism, disaster management, energy); Bangladesh trade and investment; Bhutan environment; Myanmar agriculture and food security; Nepal people-to-people contact; Sri Lanka science and technology; Thailand connectivity.
Why India values it
- SAARC has stalled since 2016 over Pakistan; BIMSTEC excludes Pakistan.
- Bridges South and South-East Asia; nearly a quarter of the world’s population and the Bay of Bengal’s trade routes.
- Connectivity projects: Kaladan multimodal project, the India-Myanmar-Thailand trilateral highway, coastal shipping.
- Counter-terrorism and disaster cooperation (BIMSTEC Centre for Weather and Climate in Noida).
Problems
An FTA framework agreed in 2004 is still not concluded; a small secretariat; Myanmar’s civil war blocks connectivity; Bangladesh-Myanmar tension over the Rohingya; China’s presence in member economies. BIMSTEC needs funding, a working FTA and regular summits to matter.
