The Odisha–Intel–3DGS substrate MoU and NITI semiconductor roadmap: what happened?
Chips need packaging and substrates before they sit on a circuit board. Substrates are a scarce, high-tech link in that chain. An MoU that brings substrate technology to Odisha, plus a national roadmap to 2035, are two sides of the same push: build more of the semiconductor stack inside India.
- Intel will support technology know-how and process expertise.
- The project is described as one of the largest high-technology manufacturing investments in the country.
- NITI’s roadmap has five pillars: frontier R&D and design IP; policy and investment; production (advanced packaging and compound semiconductors); people (talent pyramid); partnerships with trusted nations and industry.
- Goals include leadership in advanced packaging/OSAT, wide-bandgap and compound semiconductors, and more than 100 advanced semiconductor design IPs.
How does this fit ISM 2.0?
- The roadmap reinforces priorities announced under India Semiconductor Mission 2.0 in the Union Budget 2026.
- Design is stated as the clear number-one priority under ISM 2.0.
- The shift described is from ecosystem creation to ecosystem deepening across design, materials, manufacturing, packaging, talent and R&D.
Why does the Odisha–Intel–3DGS substrate MoU and NITI semiconductor roadmap matter?
| Angle | What to note |
|---|---|
| Industry | Entry into advanced packaging substrates. |
| Strategy | Trusted capacity in a geopolitically reshaped supply chain. |
| States | Odisha as a host for a large high-tech facility. |
What are the challenges in the Odisha–Intel–3DGS substrate MoU and NITI semiconductor roadmap?
- An MoU is a framework; plant, investment size and timelines are not in the release.
- Building from import dependence to a USD 120 to 150 billion chain by 2035 needs long-horizon capital and talent.
- Global equipment and materials partners still sit outside India’s full control.
What should be done next on the Odisha–Intel–3DGS substrate MoU and NITI semiconductor roadmap?
- Convert the MoU into a commissioned facility with clear milestones.
- Execute the five roadmap pillars with ISM 2.0 funding.
- Grow design IP and packaging depth, not just assembly.
