The report on datasets for State Finance Commissions: what happened?

Panchayats get money from the State through formulas a State Finance Commission (SFC) suggests. But many SFCs work with poor or old data on what Panchayats earn and spend. This report says what data they need and how to build it.

  • The report maps essential datasets across fiscal, demographic, governance, infrastructure and service-delivery dimensions.
  • It asks the CAG to audit how far States have actually devolved functions, funds and functionaries under the 73rd Amendment.
  • The Ministry said the Panchayat Advancement Index won a Gold Award at the National e-Governance Awards 2026; four of 16 awards went to Panchayat-related initiatives.
Back Story

What is a State Finance Commission?

  • A body the Governor sets up every five years under Article 243I to review the finances of Panchayats and recommend how State taxes and grants should be shared with them.
  • Under Article 243Y, the same Commission also reviews the finances of Municipalities.
Back Story

What did the committee recommend?

  • Panchayat-level fiscal databases.
  • Classify Panchayat Advancement Index indicators for SFC use.
  • Dedicated SFC Cells within State Governments.
  • Standard accounting frameworks and a common reporting framework for SFCs.
  • Comprehensive data handbooks and an SFC Manual for future Commissions.
Rulebook

Which Articles govern State Finance Commissions?

  • Article 243I(1): the Governor shall, within one year of the Seventy-third Amendment and thereafter at the expiration of every fifth year, constitute a Finance Commission to review the financial position of the Panchayats and recommend the principles for sharing State taxes, duties, tolls and fees, the taxes to be assigned to Panchayats, and grants-in-aid from the Consolidated Fund of the State.
  • Article 243I(4): the Governor lays every recommendation, with an explanatory memorandum on action taken, before the State Legislature.
  • Article 243Y: the Finance Commission constituted under Article 243I shall also review the financial position of the Municipalities.
How it works

How does money reach a Panchayat through an SFC?

  1. Governor constitutes the SFC every fifth year (Art 243I)
  2. SFC studies Panchayat finances using State and local data
  3. SFC recommends tax shares, assigned taxes and grants
  4. Governor lays report and action taken before the Legislature
  5. State releases funds to Panchayats as accepted
