EPFO VISHWAS 2026: what happened?
When an employer pays provident fund dues late, EPFO levies damages on top. Many employers dispute these orders, and the cases sit for years in appeal or recovery. Workers wait, EPFO spends effort, and employers carry a liability. VISHWAS 2026 offers a deal: pay a much smaller, recalculated amount, clear all interest, drop the appeal, and close the case.
- The scheme came into force on 29 June 2026 and stays open for six months.
- Damages/penalty for defaults before 14 June 2024 are recalculated at reduced rates.
- Employers must first pay the full interest due under Section 7Q of the EPF Act or Section 127 of the Code.
- Applicants give an undertaking not to pursue any further appeal on the settled dispute.
- EPFO has set up VISHWAS Cells in field offices, with monitoring at Zonal and Head Office levels.
Which cases can be settled?
- Orders for damages/penalty under challenge before a judicial forum.
- Final orders where recovery is pending or only partly made, including Recovery Certificate (RRC) cases.
- Cases where notices are issued but final orders are not yet passed.
- Cases where notices are yet to be issued.
Which cases are left out?
- Establishments where damages/penalty are already fully recovered.
- Cases involving fraud, misappropriation or deliberate falsification of records.
- Cases where the statutory interest has not been fully deposited.
Which laws does VISHWAS 2026 work under?
- Section 14B of the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952: damages for default.
- Section 128 of the Code on Social Security, 2020: the matching damages provision.
- Section 7Q of the 1952 Act and Section 127 of the Code: interest on late payment, which must be fully paid before applying.
- The scheme itself is notified as part of the EPF Scheme, 2026 (G.S.R. 525(E), 29 June 2026).
How much will an employer pay?
| Length of default | Rate under VISHWAS 2026 |
|---|---|

Why does EPFO VISHWAS 2026 matter?
| Angle | What to note |
|---|---|
| Workers | Disputes over their PF money end sooner; interest must be paid in full first. |
| Employers | A lower, predictable bill and an end to litigation. |
| Governance | Less litigation and a digital, time-bound process. |
| Labour codes | Uses the Code on Social Security, 2020 alongside the 1952 Act. |
| Compliance | Moves from punishment towards voluntary compliance. |
What are the challenges in EPFO VISHWAS 2026?
- Amnesty-style schemes can signal that late payment will later be forgiven, which may weaken deterrence.
- The window is only six months; small employers may not hear of it in time.
- Fraud cases are excluded, so the hardest disputes stay in courts.
- Employers must pay full interest upfront, which may be hard for units in distress.
What should be done next on EPFO VISHWAS 2026?
- Spread the word through VISHWAS Cells and employer bodies before the window closes.
- Publish how many cases and how much money were settled.
- Keep the regular damages regime firm for defaults after 14 June 2024.
- Use the data to see why defaults happen in the first place.
