Atal Bhujal Yojana: what happened?

Atal Bhujal was a pilot in water-stressed gram panchayats. It tried a community fix: let the village measure its own water, draw up a water budget and plan how to save it. Building check dams was only one part. Changing how water is used was the other.

  • Every gram panchayat prepared a Water Budget and a Water Security Plan, updated each year.
  • More than 1.28 lakh trainings were held at gram panchayat level.
  • Piezometers, Digital Water Level Recorders and rain gauges were installed in almost all GPs.
  • Around 70,000 wells were monitored, with data shared publicly.
  • About 9.7 lakh hectares came under efficient water use such as drip, sprinklers, mulching and crop diversification.
Back Story

How was the community put at the centre?

  • Groundwater data was measured and disclosed in all 8,203 Atal Jal GPs, physically and electronically.
  • NGOs worked as District Implementation Partners.
  • At least 33% women’s participation in decision-making was mandatory.
  • Over 99,000 existing conservation and recharge structures were mapped.
Back Story

What did the QCI study find?

  • Greater community awareness of groundwater through training and IEC.
  • Women taking leadership roles in groundwater management.
  • Social inclusion and willingness of communities to conserve water.
  • The Ministry calls the pilot a replicable model that other States can adopt.
Rulebook

Who governs water under the Constitution?

  • State List (List II), Entry 17: water, that is to say, water supplies, irrigation and canals, drainage and embankments, water storage and water power, subject to Entry 56 of List I.
  • So groundwater management is largely a State subject; Atal Bhujal worked through States and gram panchayats.

  2. Share the data publicly in the GP
  3. Prepare a Water Budget and Water Security Plan
  4. Build recharge works and shift to drip or sprinklers
  5. Update the plan every year
