The India-SACU Preferential Trade Agreement: what happened?
A Preferential Trade Agreement cuts tariffs on some goods, not all. Terms of Reference only fix what the talks will cover. As the Commerce Minister put it, signing them does not lower a single tariff; only a final deal will. Still, it starts a formal process with a region where India has old ties.
- The Commerce Minister called for a balanced, fair and equitable deal and urged early conclusion.
- He said India can supply affordable medicines and help build IT talent in the SACU region.
- Complementary sectors: engineering goods and machinery, automobiles, pharmaceuticals, textiles, agriculture and agri-processing.
- A Namibian official said SACU wants an outcome that accounts for different levels of development, including its Least Developed Countries and Small and Vulnerable Economies.

PTA, FTA and customs union: what is the difference?
- PTA: partners cut tariffs on a limited list of goods.
- FTA: partners remove tariffs on most trade between them, but each keeps its own tariffs for others.
- Customs union: members trade freely and also share a common external tariff, so they negotiate as one bloc.
- That is why India negotiates with SACU as a group.
