CGTMSE cover on TReDS: what happened?
Small firms often wait months to get paid by their buyers. TReDS lets them sell those invoices to financiers for cash now. Financiers were wary when the buyer was itself a small firm. A government-backed guarantee now takes much of that risk.
- CGTMSE portal integrated with TReDS; guarantee cover now available on M1xchange, RXIL and DTX (KredX) [PIB].
- Implements a Union Budget announcement to provide credit guarantee on TReDS so financiers take less risk on receivables of Micro and Small Enterprises [PIB].
What is TReDS?
- Trade Receivables Discounting System: an RBI-regulated electronic platform, running since 2017.
- It finances MSME receivables due from corporate buyers, Government Departments and PSUs.
- Several financiers bid, so the MSME gets a competitive rate.
- Invoice discounting grew from ₹40,000 crore in 2021-22 to ₹3.5 lakh crore in 2025-26.
What is CGTMSE?
- Credit Guarantee Fund Trust for Micro and Small Enterprises, under the MSME Ministry.
- It guarantees credit to MSEs so lenders take less risk.
- Its portal is now linked to the TReDS platforms.
What changes for the financier?
- Before, a financier funding an invoice raised on a small buyer carried the full risk of non-payment.
- Now it can check on the platform itself whether the invoice is eligible for cover.
- It applies in real time; the fee is worked out from invoice value, financier type and tenor.
- The fee is debited and a cover note and invoice are generated automatically.
- With less risk, financiers can bid lower rates for the small seller.
What are the main features?
| Feature | Rule |
|---|---|
| Who is eligible | Both buyer and seller must be MSEs |
| Guarantee cover | 75% of amount in default |
| Max exposure, MSE buyer | ₹10 crore, revolving |
| Max exposure, MSE seller | ₹2 crore, revolving |
| Fee | Auto-calculated on invoice value, financier type and tenor |
How does the cover work?
- MSE seller uploads invoice on TReDS
- Financier checks eligibility and applies for cover in real time
- Guarantee fee is calculated and debited automatically
- Cover note is generated; financier funds the invoice
- If the buyer defaults, CGTMSE pays 75% of the defaulted amount
