Integrated Transport & Logistics Authority: what happened?
Roads, rail, ports, airports and waterways sit with different ministries, each planning on its own. A freight load that moves by truck, rail and ship crosses all of them. ITLA is meant to plan across those walls.
- ITLA will be the apex body for integrated transport and logistics planning, research, appraisal, monitoring and data analytics.
- It will check five-year and annual plans of transport ministries against the National Transport Master Plan.
- Financial appraisal of projects stays with existing mechanisms; ITLA does technical appraisal.
- It will advise on updating the National Logistics Policy (2022) and run training and research.
How does ITLA fit with existing tools?
- PM Gati Shakti National Master Plan is a GIS-based platform for coordinated infrastructure planning.
- National Logistics Policy, 2022 aims to bring down logistics cost.
- ITLA adds a permanent expert body with a master plan and data repository.
How will ITLA work on a big project?
- National Transport Master Plan (10+ yrs)
- Ministry plans checked for alignment
- Technical appraisal of projects ≥ ₹500 crore
- Monitoring and issue resolution
- Post-completion impact assessment using NTDR data
