GSDP by expenditure approach: what happened?
States today measure their economy mostly from the production side: what each sector produces. The expenditure side asks who spends that money. Having both lets you cross-check.
- The NSO (MoSPI) released a draft guideline for compiling Gross State Domestic Product from the expenditure side with base year 2022-23 [PIB].
- It covers PFCE, GFCE, GFCF, change in inventories, valuables and net exports [PIB].
What are the three ways to measure GDP?
- Production (value added by sectors), income (wages, profits, rent) and expenditure (consumption, investment, government spending, net exports).
- In theory all three give the same total; in practice the gaps show data problems.
What goes into the expenditure side?
| Component | Meaning |
|---|---|
| PFCE | Private Final Consumption Expenditure: households’ spending |
| GFCE | Government Final Consumption Expenditure |
| GFCF | Gross Fixed Capital Formation: investment in assets |
| Change in inventories | stock build-up |
| Valuables | gold, jewellery etc. |
| Net exports | exports minus imports (for a State, includes flows with other States) |
Why does GSDP by expenditure approach matter?
| Angle | What to note |
|---|---|
| Economy | States can see if growth is led by consumption or investment. |
| Federalism | Better State data helps Finance Commission work and State planning. |
| Statistics | Uniform method makes States comparable. |
What are the challenges in GSDP by expenditure approach?
- State-level consumption data is thin; allocation indicators will be needed.
- Net exports for a State are hard to measure because inter-State trade data are limited.
What should be done next on GSDP by expenditure approach?
- Build State Directorates of Economics and Statistics capacity, as the guideline aims.
- Use GST and other administrative data where possible.
What can Prelims ask on GSDP by expenditure approach?
- GSDP expenditure side: PFCE, GFCE, GFCF, inventories, valuables, net exports.
- New base year 2022-23.
- NSO is part of MoSPI.
