U.P.’s GCC target: what happened?

When you call a bank’s helpline or use a global company’s app, the work behind it is often done in an office in India that belongs to that company itself. Such offices are called Global Capability Centres. U.P. now wants hundreds more of them.

  • Chief Minister Yogi Adityanath set a target of establishing 500 Global Capability Centres in Uttar Pradesh by 2031, to create high-value jobs for the State’s youth.
  • He spoke at the UP GCC Innovation Summit 2026 in Lucknow on 26 October, organised by the IIT Kanpur Alumni Association with Invest UP (the State’s investment agency) and HCLTech.
  • At the summit, 15 MoUs (memoranda of understanding, written agreements of intent) were signed with GCC companies and talent firms, and five Letters of Comfort were issued to prospective investors.
  • MoUs were also exchanged with 13 academic institutions, and firms joined skill-development tie-ups, to match what students learn with what these centres need.
  • The State wants these centres to spread beyond Noida and Greater Noida, its main IT hub, to other cities.
Back Story

What is a Global Capability Centre?

A Global Capability Centre is an office set up in India by a multinational or Indian company that is fully owned and run by that company and serves the parent company itself. It may handle information technology, research and development (R&D), finance, human resources or other back-office work.

It is different from an outsourcing firm. An outsourcing firm sells services to many outside clients; a GCC works only for its own parent company. That is why U.P.’s policy does not count staffing firms or third-party service providers as GCCs.

Earlier these centres were seen as cheap back offices. Today many do high-value work like product design, data analytics and artificial intelligence, which is why States compete to attract them.

How it works

UP GCC Policy 2024: the main incentives

IncentiveWhat the policy offers
Land subsidy30% in Gautam Buddha Nagar and Ghaziabad, 40% in Paschimanchal and Madhyanchal, 50% in Purvanchal and Bundelkhand
Capital subsidy25% of eligible capital investment, with separate caps for Level-1 and Advanced GCCs
Interest subsidy5% a year on term loans, up to ₹1 crore a year for five years
Payroll supportHelp with salaries of on-roll staff, within set limits
Rulebook

Which policies and laws apply?

  • UP GCC Policy 2024: defines a GCC and sets two levels, Level-1 and Advanced, by investment or jobs.
  • Higher land subsidy for Purvanchal and Bundelkhand: the policy pays more to firms that go to the State’s less developed regions.
  • Industries are a State subject (Entry 24, State List), subject to central control over listed industries; this lets States run their own investment policies.
  • Invest UP: the State’s single-window investment promotion agency.
