What the question wants

Discuss the main objectives of Population Education and explain measures to achieve them in India.

How to structure it

Discuss objectives, then point out measures 'in detail'.

  1. What population education is
  2. Objectives
  3. Measures
  4. Conclusion

How to think it through

Population Education isn't just 'small family good'. It teaches young people how population interacts with resources, health, gender and environment, so they make informed choices. Objectives then measures: school curriculum (NCERT's National Population Education Project), adolescent health, life skills, media.

Model answer

When NCERT began the National Population Education Project in 1980, the aim was not to tell students how many children to have, but to help them understand why family size, spacing and age at marriage matter to their own lives and to the country.

Objectives

  • Understanding population dynamics: growth, structure, migration and their effects on resources and the environment.
  • Promoting responsible attitudes to family size, spacing and the age at marriage.
  • Gender equality and the value of the girl child.
  • Adolescent reproductive and sexual health awareness.
  • Healthy lifestyles and prevention of diseases such as HIV/AIDS.

Measures in India

  • The National Population Education Project (NPEP, 1980 onwards) through NCERT, integrating it into school curricula.
  • Adolescence Education Programme and the School Health Programme under Ayushman Bharat; Rashtriya Kishor Swasthya Karyakram (2014).
  • Life-skills education; NSS and NYKS activities.
  • Media campaigns; community health workers (ASHA) for awareness.
  • Use of NFHS data in teaching and policy.

Why it matters now

  • India's TFR is already below replacement, so the focus has shifted from 'fewer children' to health, gender equality and ageing.
  • Teen pregnancy and child marriage remain high in some states (NFHS-5 shows about 23 per cent of women aged 20–24 married before 18).

Gaps

  • Sex education is opposed in some states; teachers are often untrained.
  • Population Education must reach out-of-school youth and boys, and use local languages, peer educators and digital media rather than lectures. Kerala's school-based adolescent clubs offer a working template.

Final word

Population Education builds informed citizens rather than enforcing targets. With India's population now the world's largest, it is vital for a healthy demographic dividend.
