The India-EU Trade and Technology Council: what happened?
Trade and technology are now tied together: who makes chips, who sets AI and telecom standards, and how clean technology supply chains are built. The TTC is the forum where India and the EU work on these issues. This meeting came after the 16th India-EU Summit of 27 January 2026 and the India-EU Free Trade Agreement.
- Both sides want to upgrade the TTC format, as agreed in the “Towards 2030” Joint Comprehensive Strategic Agenda of 27 January 2026; officials will draft the new governance arrangement later this year.
- Horizon Europe is the EU’s EUR 93.5 billion research programme; India’s association talks are to begin.
- A first India-EU Innovation Hub on Electric Vehicle Charging Technologies and Testing will be set up by the EU Joint Research Centre and ARAI.
- A Deep-Tech Startup Partnership (European Innovation Council and Start-Up India) and an annual India-EU Business Forum were agreed.
What did each working group do?
| Working group | Key outcomes |
|---|---|
| WG1: Strategic Technologies, Digital Governance, Digital Connectivity | e-signature mutual recognition; DigiLocker-EU Digital Identity Wallet pilot; joint AI roadmap; HPC and quantum; semiconductor roundtable at Semicon India 2026; 6G standards |
| WG2: Clean and Green Technologies | Horizon Europe association talks; EV charging Innovation Hub; EUR 60 million joint research over four years; waste-to-hydrogen and marine pollution projects |
| WG3: Trade, Investment, Resilient Value Chains | agri-food, API and clean-tech supply chains; SPS and Quality Control Order issues; organic equivalence; access to CBAM verifiers |
What is the joint research money for?
- Last year the two sides agreed a joint EUR 60 million over four years for three coordinated Horizon Europe calls.
- Four projects are selected and a fifth starts in 2027.
- Waste-to-hydrogen: BHARAT-EU and BioHAVEN.
- Marine pollution: SEATRACE and HARMONY, across 39 pilot sites including the Indian Ocean, from September 2026.
- EV batteries: critical raw material recovery and battery circularity.

Why does the India-EU Trade and Technology Council matter?
| Angle | What to note |
|---|---|
| Technology | Cooperation on chips, AI, HPC, quantum and 6G standards. |
| Research | Horizon Europe association would let Indian researchers fully join EU projects. |

What are the challenges in the India-EU Trade and Technology Council?
- Carbon border adjustment: Indian firms need enough accredited verifiers, which the statement flags.
- Pending SPS market access applications and Quality Control Orders remain irritants.
- Organic products still lack mutual equivalence recognition.
- The TTC format itself is being redesigned, so outcomes depend on the new governance arrangement.
What should be done next on the India-EU Trade and Technology Council?
- Conclude Horizon Europe association talks before the end of 2026.
- Launch the EV charging Innovation Hub and the DigiLocker-wallet pilot.
- Agree the upgraded TTC governance arrangement later in 2026.
- Hold the next ministerial in New Delhi in 2027 with concrete value-chain outcomes.
