Model answer

CPCB identified 311 polluted river stretches (2022). Tanneries, distilleries, pulp and paper, sugar and textile units are major sources.

Mitigation measures

  • Effluent treatment plants in each unit; Common Effluent Treatment Plants for small clusters.
  • Zero Liquid Discharge for highly polluting units.
  • Cleaner production: chrome recovery in tanneries, water recycling.
  • Polluter pays and environmental compensation.

Government initiatives

  • Water (Prevention and Control of Pollution) Act, 1974; consent to establish and operate.
  • Namami Gange (2014): industrial pollution inspections, closure of defaulting units.
  • Online Continuous Effluent Monitoring Systems for 17 categories of highly polluting industries.
  • National River Conservation Plan for other rivers; NGT orders.

Weak State boards and poor CETP performance remain gaps. Real-time data and strict penalties can clean India's rivers.
