The Ethanol Blended Petrol Programme: what happened?
India has pushed petrol blending with domestically made ethanol to cut oil import dependence and support farmers. After E20 reached pumps, doubts on mileage, older cars and price kept circulating. This FAQ set is the government’s point-by-point reply.
- Timeline: pilot 2001; formal announcement 2004; E5 in 2006; Gazette framework January 2013 for 5% across 10 States/UTs; blending stuck near 1.5% until 2014; National Policy on Biofuels May 2018 widened feedstocks to maize and surplus grain; NITI roadmap June 2021; OMCs invited Dedicated Ethanol Plants August 2021.
- Supply: in 2021 India needed around 500 to 600 crore litres a year for 10% blending; annual availability later approached 1,200 crore litres.
- Blending path: ~8.1% (2020-21), 10.0% (2021-22), 12.1% (2022-23), 14.6% (2023-24), 19.2% (2024-25), 20% (2025-26 Nov to June).
- E10 target met in June 2022, five months ahead of schedule.
- Public sector banks financed close to ₹1 lakh crore a year in ethanol plants, storage and logistics.
- Maruti Suzuki serviced 2.84 crore cars in FY 2025-26; 1.5 crore were older vehicles never certified for E20; no E20-related damage found.
Why not stock pure petrol, E10 and E20 at every pump?
- India runs over one lakh retail outlets. Three nationwide base fuels would multiply cost and quality-control load.
- Premium petrol is a limited additive product, not a separate base fuel network.
How does India compare on pump-price stability (Jun 2022 to Jun 2026)?
- Delhi petrol rose 5.58% (₹96.72 to ₹102.12).
- Neighbours and some European markets rose far more in the same table (e.g. Pakistan 39.77%, Bangladesh 42.69%, France 17.74%).
What do other countries do?
- United States: E10 standard; E15 expanding; flex-fuel up to E85.
- Brazil: mandates E27, moving toward about 35%; over 80% of new cars are flex fuel.
- Japan: phased E10 rollout.
Which policy texts frame EBP?
- National Policy on Biofuels, May 2018 (widened feedstock beyond sugarcane).
- Gazette notification of January 2013 set an early 5% blending framework across 10 States and Union Territories.
- NITI Aayog roadmap of June 2021 guided the E10 to E20 shift after industry consultation.
How did ethanol blending rise?
| Ethanol supply year | Blending achieved |
|---|---|
| 2020-21 | ~8.1% |
| 2021-22 | 10.0% |
| 2022-23 | 12.1% |
| 2023-24 | 14.6% |
| 2024-25 | 19.2% |
| 2025-26 (Nov to June) | 20% |
Why does the Ethanol Blended Petrol Programme matter?
| Angle | What to note |
|---|---|
| Energy security | Nearly 20% of each petrol litre is domestic ethanol, less exposed to Brent shocks. |
| Farm income | Maize-based ethanol procured around ₹71.86 per litre before GST, transport and storage. |
| Environment | Nearly 40% lower lifecycle carbon emissions claimed for E20. |
| Industry process | ARAI, SIAM, OEMs and oil companies tested durability before rollout. |
What are the challenges in the Ethanol Blended Petrol Programme?
- Some vehicles may lose 3 to 5 percent fuel economy.
- At crude around USD 70 a barrel, producing E20 can cost as much as or more than pure petrol.
- Older manuals saying E10-compatible still worry owners even after testing.
- Zero-tolerance adulteration depends on State enforcement.
What should be done next on the Ethanol Blended Petrol Programme?
- Keep BIS checks from distillery to pump.
- Sustain feedstock balance so food and feed markets are not strained.
- Use service data transparently when fresh damage claims appear.
