Prison modernisation in UP: what happened?

A jail has two jobs: hold people safely and help them return to society better. Both need watching and careful record-keeping. Uttar Pradesh says it now wants technology to do much of that work, from cameras to court hearings. The numbers it released show how fast the change has come.

  • 18 Oct 2026: The CM’s media cell released the details; DG Prisons P.C. Meena said technology is improving security and transparency (Hindustan Times).
  • The AI-based JARVIS system monitors prison premises; fencing wire and electric fencing guard the walls.
  • UP says it is the first State to use the ‘e-Prisons Early Release Processing Module’ for premature release cases.
  • Measurement collection unit (MCU) rooms are coming up in all jails; headquarters and offices are moving to paperless work; video-conferencing units are being set up.
Back Story

Why does prison modernisation matter?

  • Prisons are a State subject, so each State runs, funds and reforms its own jails under its own manuals.
  • e-Prisons is a national application that digitises prisoner records and links jails with courts and police.
  • Video-conferencing lets inmates appear in court without long, costly and risky escorted trips.
  • Libraries, education and skilling aim at reform and reintegration, not just custody behind walls.

  • Model Prisons and Correctional Services Act, 2023 (MHA) guides States on reform.
  • Criminal Procedure (Identification) Act, 2022 allows recording measurements of prisoners.
  • BNSS, 2023 allows trials and proceedings in electronic mode.
How it works

How does the tech stack fit together?

Inside a modern UP jail

  1. CCTV and AI cameras watch premises
  2. Feeds reach headquarters control room
  3. e-Prisons holds records and release files
  4. Video links connect jails to courts
  5. Paperless offices cut files and delays

AngleWhat to note
GovernanceTechnology brings transparency to a closed institution.
Human rightsOvercrowding and custodial safety remain long-standing concerns.
FederalismPrisons are a State subject; the Centre offers a model law.
ReformDigital libraries support inmates’ education and later reintegration.
Fault Lines

What are the challenges?

  • Constant camera surveillance raises privacy questions for inmates and staff.
  • Cameras alone do not fix overcrowding or shortages of jail staff.
  • AI systems need trained staff, power backup and maintenance.
  • Undertrials, the bulk of most jail populations, need faster trials, not only better records.
Road Ahead

What should be done next?

  • Clear rules on storing, accessing and using camera footage.
  • Link e-Prisons fully with courts to speed bail and release.
  • Fill vacancies and train jail staff to use digital tools well.
  • Expand education, counselling and skilling alongside digital libraries.
