FI saturation campaign: what happened?
An account with zero balance and no insurance is only half of financial inclusion. This campaign tries to finish the job at the doorstep: cover, pension, KYC, nominee and a warning about fraud, all in one camp at your panchayat.
- 19 Oct 2026: DFS announced the campaign; a preparatory meeting with banks and SLBCs was chaired by the Joint Secretary (FI) (PIB).
- Camps will enrol people in PMJJBY, PMSBY and APY and seed Aadhaar in the insurance schemes.
- Banks will open PMJDY accounts and do re-KYC for existing PMJDY and savings accounts.
- KCC applications will be sourced for PM-Kisan beneficiaries, with PMFBY enrolment for the rabi season.
What are the three social security schemes?
- PMJJBY: life cover of ₹2 lakh for death from any cause; for ages 18–50.
- PMSBY: accident cover of ₹2 lakh for death or full disability; for ages 18–70.
- APY: guaranteed pension of ₹1,000–5,000 a month from age 60; join between 18 and 40.
- All three run through bank or post office accounts with auto-debit.
How do the three schemes compare?
| Point | PMJJBY | PMSBY | APY |
|---|---|---|---|
| Type | Life insurance | Accident insurance | Pension |
| Entry age | 18–50 | 18–70 | 18–40 |
| Annual premium | ₹436 | ₹20 | Varies by age and pension |
| Benefit | ₹2 lakh | Up to ₹2 lakh | ₹1,000–5,000 a month |
Which constitutional and legal provisions apply?
- Article 38: the State shall secure a social order for the welfare of the people.
- Article 41: public assistance in old age, sickness and disablement.
- Union List Entries 45 and 47: banking and insurance.
- PMLA Rules and RBI KYC Directions require periodic KYC updating.
What happens at a campaign camp?
One visit, many services
- Bank team camps at panchayat or ward
- Open Jan Dhan account or update KYC
- Enrol in PMJJBY, PMSBY, APY
- Update nominee; check unclaimed money
- Learn to spot digital frauds
Why does this matter?
| Angle | What to note |
|---|---|
| Inclusion | Moves from access to actual use of financial products. |
| Social security | Low-cost cover for informal workers. |
| Digital safety | Awareness against rising digital frauds. |
| Farm credit | KCC saturation for PM-Kisan beneficiaries. |
What are the challenges?
- Many policies lapse when accounts lack balance for auto-debit.
- Re-KYC drives can freeze accounts of the poor if handled badly.
- Bank staff shortages in rural branches limit camp quality.
- Low awareness of claims procedures keeps payouts low.
What should be done next?
- Track renewals, not just fresh enrolments.
- Make re-KYC simple through business correspondents and video KYC.
- Settle claims quickly and publicise real cases locally.
- Use SHGs and panchayats to keep people engaged after camps.
What can Prelims ask on financial inclusion schemes?
- PMJJBY and PMSBY each give ₹2 lakh cover; premiums ₹436 and ₹20 a year.
- APY is regulated by PFRDA; entry age 18–40.
- ‘Aapki Poonji, Aapka Adhikar’ is the drive on unclaimed financial assets.
- Campaign: 21 Oct–31 Dec 2026, run by DFS.
- PMJDY was launched in August 2014.
