Face-off with China continues in Arunachal: ITBP chief confirms stand-off at Asaphila

Battle Brief

ITBP Director General Shatrujeet Kapur said on 22 October 2026 that face-offs with Chinese troops are continuing at several places along the Arunachal Pradesh border. It is the first official confirmation of the scale of tension since July, when Chinese troops pitched tents 6–7 km inside India’s perception of the Line of Actual Control near Asaphila in Upper Subansiri. Three rounds of high-level talks have not ended it, so the ITBP is betting on drones and underground shelters.

Arunachal face-off: what happened?

Patrols meet, argue and go back: that is how most LAC face-offs end. This one has not, and that is why it matters.

  • 22 Oct 2026: at the Himveer Samman Samaroh in Alwar, the ITBP chief said face-offs ‘still continue’ at several locations in Arunachal.
  • July 2026: troops came face to face near Maja; the PLA returned in larger numbers and pitched tents 6–7 km inside India’s perception of the LAC (government sources, The Hindu).
  • Talks held: 36th WMCC (6 August), 25th Special Representatives round in Beijing (26 August), and the first-ever Corps Commander talks in the Eastern Sector at Vacha-Damai (6 September).
  • ITBP plans: one full battalion of ‘Shaurya’ commandos; an equal number of underground and overground structures at every border post within three years.
Back Story

What is the LAC in the eastern sector?

  • The LAC is the line separating Indian and Chinese-held areas; it is about 3,488 km long and not marked on the ground.
  • In the east, India follows the McMahon Line (Simla Convention, 1914); China does not accept it and claims Arunachal as ‘South Tibet’.
  • Both sides have different ‘perceptions’ of the LAC, so patrols overlap and face-offs happen.
  • The ITBP, under the Ministry of Home Affairs, was raised in 1962 and guards the China border with the Army.

  • 1993 Agreement on Maintaining Peace and Tranquillity along the LAC, and the 1996 agreement on military confidence-building measures.
  • 2005 Agreement on Political Parameters and Guiding Principles for the boundary settlement.
  • 2013 Border Defence Cooperation Agreement on handling face-offs.
  • Border security and the ITBP fall under the Union (Entry 1–2, Union List) and the ITBP Force Act, 1992.
Fault Lines

What are the challenges?

  • Talks have not reversed the PLA’s new positions.
  • The ITBP chief says many of its weapons are 50 years old.
  • Patrols in Arunachal are possible mostly from June to October because of weather.
  • China’s roads, villages and drones near the LAC are ahead of India’s.
Road Ahead

What should be done?

  • Keep talks going at WMCC, SR and Corps Commander levels with clear goals.
  • Speed up border roads, tunnels and Vibrant Villages Programme work.
  • Expand drone and counter-drone units and train more drone pilots.
  • Build hardened and underground shelters at forward posts.
