UPSC Mains 2017 GS Paper 1 Q4: model answer
What problems were germane to the decolonization process in the Malay Peninsula?
What the question wants
Identify the problems that complicated decolonisation in the Malay Peninsula.
How to structure it
What problems: list and explain the specific issues (ethnic, political, security, territorial).
- Context
- Ethnic plural society
- Communist insurgency
- Political arrangements and territory
How to think it through
Malaya had a puzzle Britain had to solve before leaving: three communities (Malay, Chinese, Indian), a communist insurgency in the jungle, and nine sultanates plus Straits Settlements to stitch together. The solution was an inter-ethnic alliance and independence in 1957. Answer it as a list of puzzles and their solutions.
Model answer
Britain ruled Malaya through the Straits Settlements, the Federated and Unfederated Malay States. After Japanese occupation (1942–45), decolonisation faced several problems.
Ethnic plural society
- Malays, Chinese and Indians formed distinct communities with different economic roles; Chinese dominance in commerce and Malay political claims created tension.
- The Malayan Union (1946) offered equal citizenship but was strongly opposed by Malays (led by UMNO) and replaced by the Federation of Malaya (1948) that kept the sultans' position.
Communist insurgency
- The Malayan Communist Party, largely Chinese, launched an armed rebellion; the British declared the Malayan Emergency (1948–60) and resettled villagers in 'New Villages' (the Briggs Plan).
Political arrangements
- The UMNO–MCA–MIC Alliance showed ethnic cooperation and won the 1955 elections; Tunku Abdul Rahman led Malaya to independence on 31 August 1957.
- Special position of the Malays and the role of the sultans were written into the constitution.
Territory
- Singapore, Sabah and Sarawak joined in Malaysia (1963), opposed by Indonesia (Konfrontasi); Singapore separated in 1965.
Looking ahead
Malaya's decolonisation was shaped by ethnic balance and the communist threat; its compromise model is still at the heart of Malaysian politics.
