How to structure it
Define, difficulties, remedies.
- Meaning
- Difficulties
- Remedies
How to think it through
Probity: integrity, uprightness, honesty beyond mere legality; procedural fairness. Difficulties: political pressure, nexus, low salaries? (less now), complex rules creating discretion, weak enforcement (low conviction), social tolerance of corruption, consumerism, transfers as punishment, lack of whistleblower protection, delays in sanction. Remedies: personal values, simplified rules, e-governance, protection for honest officers (Section 17A), fixed tenures (T.S.R. Subramanian 2013 SC: civil services board, minimum tenure), fast-track trials, asset disclosure, citizen vigilance.
Model answer
Probity is what remains when the rulebook is closed: the habit of acting honestly even where the law is silent and no one is watching.
What probity means
- Uprightness and integrity in public life, going beyond legal compliance.
- It covers money (no corruption), process (fair procedures) and conduct (no misuse of position).
Difficulties today
- Political and peer pressure, backed by the threat of transfer.
- Complex rules that create discretion and room for 'speed money'.
- Weak enforcement: long trials and low conviction rates reduce fear.
- Social tolerance: many citizens offer bribes to save time.
- Weak protection for honest officers and whistleblowers.
How to overcome them
- Fixed tenures and civil services boards, as the Supreme Court directed in T.S.R. Subramanian (2013), to reduce punitive transfers.
- Simplified, digital processes: DBT, online approvals and GeM cut discretion.
- Protection for honest decisions: Section 17A of the Prevention of Corruption Act requires prior approval before investigating decisions taken in official duty.
- Speedy trials and asset declarations.
- Citizen vigilance through RTI and social audits.
Probity cannot be ordered into existence; it must be made easy to practise and costly to abandon.
Draw: A two-column table: 'difficulty' and 'fix', row by row.

Supreme Court: no prior approval under Section 17A needed to probe a bribe demand
In a judgment of 16 October 2026, a Supreme Court Bench of Justices S.V.N. Bhatti and N.V. Anjaria held that investigating a bribe demand by a public servant does not need prior approval under Section 17A of the Prevention of Corruption Act. Asking for a bribe, the court said, is not part of discharging official duties.
