UPSC Mains 2014 GS Paper 4 Q3b: model answer
"Human beings should always be treated as ‘ends’ in themselves and never as merely 'means'." Explain the meaning and significance of this statement, giving its implications in the modern techno-economic society.
What the question wants
Explain Kant's principle of treating humans as ends in themselves, its significance, and what it implies in today's techno-economic society.
How to structure it
Meaning, significance, modern implications.
- Kant's principle
- Why it matters
- Implications: workplace, technology, governance
How to think it through
Categorical imperative formula of humanity (Groundwork 1785). Dignity vs price. Significance: basis of human rights, Article 21 dignity (Maneka Gandhi 1978, Puttaswamy 2017). Modern: gig workers (algorithmic management, Code on Social Security 2020 includes gig workers; Rajasthan 2023 gig workers act), data harvesting (Cambridge Analytica 2018), clinical trials, manual scavenging, surrogacy (Surrogacy Regulation Act 2021 bans commercial), AI surveillance, sweatshops (Rana Plaza 2013). 'Merely' means: using people is fine with consent and respect.
Model answer
In 2013, the Rana Plaza factory building in Bangladesh collapsed and killed over 1,100 garment workers, who had been ordered back inside despite visible cracks. They had been treated purely as means to meet export deadlines.
Kant's principle
- In his Groundwork (1785), Immanuel Kant said we must treat humanity, in ourselves and others, always as an end and never merely as a means.
- Things have a price; persons have dignity.
Significance
- It is the root of human rights and of dignity under Article 21, as in Puttaswamy (2017).
- It forbids exploitation even when it produces good outcomes for many.
Implications in today's techno-economic society
- Gig workers: algorithms can treat drivers as data points; the Code on Social Security, 2020 now recognises gig and platform workers.
- Data: harvesting personal data without consent, as in the Cambridge Analytica scandal (2018), uses people as raw material.
- Commercial surrogacy was banned by the Surrogacy (Regulation) Act, 2021 to prevent women's bodies being used as means.
For a public servant
- Citizens are not targets or numbers; schemes must protect dignity and consent.
Efficiency counts people; ethics recognises them.
Draw: Two figures: one as a cog in a machine ('means'), one at the centre of a circle ('end').

Where most answers lose marks
- Saying we can never use anyone as a means at all; Kant forbids using people merely as means.
