The GOBARdhan national CBG scheme: what happened?
Crop residue, cattle dung, press mud and city kitchen waste can be turned into Compressed Biogas (CBG). The release notes CBG is chemically equivalent to natural gas, so it can go into the same pipes and CNG stations. Many small schemes built the base; GOBARdhan now pulls them into one national scheme with a ten-year horizon.
- Over 200 CBG plants have been commissioned under earlier schemes.
- Earlier building blocks: SATAT, Market Development Assistance for organic manure, Biomass Aggregation Machinery, Development of Pipeline Infrastructure, and Central Financial Assistance under the National Bioenergy Programme.
- The new scheme puts the whole CBG value chain on one platform.
- It also expects a larger organic manure economy (FOM and LFOM).
What are the six components?
| Component | What it does |
|---|---|
| 1. Assured CBG offtake | City Gas Distribution entities buy CBG to meet the CBG Obligation: 3% (FY 2026-27), 4% (FY 2027-28), 5% from FY 2028-29 in CNG (Transport) and PNG (Domestic) |
| 2. Stable pricing | Administered CBG price of ₹2,110 per MMBTU, for at least ten years |
| 3. Capital assistance | Up to ₹2 crore per TPD of installed capacity; greenfield, and brownfield expansion |
| 4. Pipeline infrastructure | Cluster-based and standalone pipelines to trunk lines and CGD networks |
| 5. Credit guarantee | Shares lending risk for MSME-based CBG projects |
| 6. CBG Ecosystem Challenge Fund | District-level planning, feedstock mapping and aggregation, manure value addition |
How does the CBG Obligation rise?
| Year | Obligation |
|---|---|
| FY 2026-27 | 3% |
| FY 2027-28 | 4% |
| FY 2028-29 onwards | 5% |
How does waste become gas?
- Feedstock: crop residue, cattle dung, press mud, municipal organic waste
- Aggregation (with machinery and district plans)
- CBG plant (capital aid up to ₹2 crore per TPD)
- Pipeline to trunk line or CGD network
- Sold at the administered price; manure goes to farms
Why does the GOBARdhan national CBG scheme matter?
| Angle | What to note |
|---|---|
| Energy security | Domestic renewable gas in place of imported fossil fuel. |
| Farmers | Income from selling residue and dung; organic manure for fields. |
| Environment | Productive use of waste and lower greenhouse gas emissions. |
| Investment | Price and offtake certainty make projects bankable. |
| Inclusion | Credit guarantees widen entry for MSMEs, women entrepreneurs and first-time developers. |
What are the challenges in the GOBARdhan national CBG scheme?
- Feedstock collection is scattered; the Challenge Fund and aggregation support target this.
- The obligation depends on consistent implementation across CGD networks, as the release itself notes.
- The administered price needs government support; the cost-sharing mechanism will be tested.
- Over 200 plants so far is a small base for a ten-fold rise.
What should be done next on the GOBARdhan national CBG scheme?
- Map feedstock district by district before siting plants.
- Link plants to pipelines early, so gas does not sit unsold.
- Build demand for organic manure among farmers.
- Track the CBG Obligation year by year.
