The National Mission on Edible Oils-Oil Palm: what happened?
India meets only about 44 per cent of its edible oil demand from home production (2023-24, PIB backgrounder of December 2025). Oil palm gives the most oil per hectare of any crop, so the Centre set up a separate mission for it in 2021. This reply is a five-year report card.
- The mission runs in 15 States, from Andhra Pradesh and Telangana to Arunachal Pradesh, Assam, Manipur, Mizoram, Nagaland and Tripura.
- Help covers planting material, upkeep, intercropping, drip irrigation, machinery, replanting, seed gardens, nurseries and processing units.
- Farmers get price assurance through the Viability Gap Payment (VGP).
- A separate National Mission on Edible Oils-Oilseeds (NMEO-OS) was launched on 3 October 2024 for 2024-25 to 2030-31.
- Under NMEO-OS, 60 Seed Hubs and 50 seed storage units have been sanctioned, with 100% support for breeder seed.
Why does India need an oil palm mission?
- Import dependence on edible oils was 56.25% in 2023-24, down from 63.2% in 2015-16 (PIB backgrounder, Dec 2025).
- Edible oil imports reached 15.66 million tonnes in 2023-24.
- Palm oil yield is about 5 times the edible oil from traditional oilseeds.
- Andhra Pradesh and Telangana account for 98% of oil palm production.
How does the price assurance work?
- Farmers sell Fresh Fruit Bunches (FFBs), whose prices follow international crude palm oil (CPO) prices.
- The government guarantees a price to protect farmers from those swings; the backgrounder calls it the Viability Price, the 2026 reply calls it the Viability Gap Payment.
- Assistance for planting material was raised from ₹12,000 to ₹29,000 per hectare.
What do the numbers show?
| Item | Figure |
|---|---|
| Outlay, 2021-22 to 2025-26 | ₹11,040 crore (Centre ₹8,844 crore, States ₹2,196 crore) |
| Area target | 6.5 lakh ha |
| Area covered under the mission | 2.73 lakh ha |
| Central funds released | ₹1,447.21 crore |
| CPO output | 1.91 lakh tonnes (2014-15) to 3.80 lakh tonnes (2024-25) |
| CPO target | 28 lakh tonnes by 2029-30 |
| Annual Action Plans 2026-27 | ₹1,143.9 crore |
How does the mission reach a farmer?
- Seed gardens and nurseries supply seedlings
- Farmer plants oil palm with help for inputs and drip irrigation
- Intercropping gives income during the gestation years
- Processors buy Fresh Fruit Bunches
- Viability Gap Payment covers the gap when CPO prices fall
Why does the National Mission on Edible Oils-Oil Palm matter?
| Angle | What to note |
|---|---|
| Food security | Less dependence on imported edible oil. |
| Farm income | Price assurance makes a long-gestation crop less risky. |
| Foreign exchange | Lower imports save foreign exchange. |
| Federalism | Cost shared 60:40 with general States and 90:10 with North-East States (backgrounder). |
| North-East | Five NE States have begun oil palm planting on a large scale. |
What are the challenges in the National Mission on Edible Oils-Oil Palm?
- Only 2.73 lakh ha of the 6.5 lakh ha target was reached in five years (about 42%).
- Central release of ₹1,447.21 crore is small next to the ₹8,844 crore central share.
- Production is concentrated in two States (98% from Andhra Pradesh and Telangana).
- Oil palm takes years to yield, so farmers need support through the gestation period.
What should be done next on the National Mission on Edible Oils-Oil Palm?
- Use the 2026-27 Annual Action Plans to speed up planting.
- Build processing units near new plantations, especially in the North-East.
- Keep price assurance timely so farmers trust the crop.
- Pair NMEO-OP with NMEO-OS seed hubs to lift traditional oilseeds too.
