E-Samudra: what happened?
A seafarer on a ship far from home still needs certificates, renewals and help when things go wrong. Until now many of these needed a visit to an office. E-Samudra moves them online, which DGMA calls Digital First and Faceless Governance.
- Launched with the e-NAVIK 24×7 grievance system, already running.
- Coming next: a Seafarer Tracking Dashboard and the Digital Seafarers Employment Agreement (d-SEA).
- More welfare under the Seafarers Welfare Fund Society (SWFS).
- During recent shipping disruptions, DGMA handled over 16,000 calls and helped bring home more than 4,000 stranded Indian seafarers.
- Sagar Mein Yog (wellbeing) and Sagar Mein Samman (women seafarers) were also highlighted.
Where does it fit in maritime policy?
- Policy rests on three pillars, said the Ministry: the Merchant Shipping Act, 2025, Maritime Amrit Kaal Vision 2047, and Minimum Government, Maximum Governance.
- Maritime India Vision 2030 is the nearer-term plan.
- India is the leading ship recycling destination and aims to be among the top five shipbuilding nations.
Why does E-Samudra matter?
- Governance: Faceless, time-bound services for a workforce that is often at sea.
- Economy: A larger seafarer pool supports India’s maritime ambitions.
