The national framework for ITDAs and ITDPs: what happened?
Integrated Tribal Development Agencies and Projects are the field offices through which tribal schemes reach villages. Big programmes like PM-JANMAN and the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan now flow through them. Many ITDAs are short of staff and funds. This framework is the first common yardstick to judge and fix them.
- The exercise began in April 2026 with a standard assessment by Project Officers, State Tribal Welfare Departments and Tribal Research Institutes.
- State workshops, field visits and direct consultations were held in April and May 2026.
- For the first time, States get a common method to assess each ITDA and find its gaps.
- The Minister asked States to hold quarterly reviews, like the district and block monitoring under ADP and ABP.
- He suggested direct transfer of funds to ITDAs, more technical staff and regular Governing Council meetings with PRI members.
What are ITDAs and ITDPs?
- Integrated Tribal Development Agencies and Projects.
- They are the main field-level institutions for tribal development.
- They act as the bridge between government programmes and tribal communities.
- Their load has grown with DAJGUA and PM-JANMAN.
How was the framework built?
- April 2026: standard assessment of ITDAs/ITDPs
- April to May 2026: State workshops and field visits
- Validation of field data
- 3 June 2026: National Conclave at Vigyan Bhawan
- 15 Aug 2026: Framework and Operational Guidelines released
What does the Constitution say about tribal areas?
- Article 46: the State shall promote with special care the educational and economic interests of the weaker sections, in particular the Scheduled Castes and the Scheduled Tribes, and protect them from social injustice and all forms of exploitation.
- Article 244(1): the Fifth Schedule applies to the administration and control of Scheduled Areas and Scheduled Tribes in States other than Assam, Meghalaya, Tripura and Mizoram; Article 244(2): the Sixth Schedule applies to tribal areas in those four States.
- Article 275(1), first proviso: grants-in-aid from the Consolidated Fund of India to meet the costs of schemes for the welfare of Scheduled Tribes or for raising the level of administration of Scheduled Areas.

| Angle | What to note |
|---|---|
| Governance | Moves tribal delivery from schemes to strong field institutions. |
| Data | Ranking and real-time monitoring, as used for under-developed districts and blocks. |
| Federalism | States keep ownership; the Centre gives a common yardstick. |
| Equity | Better ITDAs mean entitlements reach remote tribal habitations. |
| Constitution | Gives life to Article 46 and Fifth Schedule goals. |
What are the challenges in the national framework for ITDAs and ITDPs?

- Governing Councils do not meet regularly, weakening convergence.
- Ranking alone will not help unless States act on gaps.

- Quarterly monitoring of institutional performance.
- Explore direct fund transfer to ITDAs.
- Add technical manpower and train staff.
- Involve PRI representatives in Governing Councils.
