DILRMP 3.0: what happened?
Land disputes clog courts and keep farmers away from bank credit. Earlier phases of the Digital India Land Records Modernisation Programme put records online. The third phase tries to connect those records, maps and registrations into one system.
- Operational guidelines for DILRMP 3.0 launched at Krishi Bhawan with State Revenue and Registration Ministers joining online.
- Outlay: ₹565.50 crore for 2026 to 2031, with 100 per cent central funding.
- Every land parcel to get a 14-digit Bhu-Aadhaar (ULPIN), with full georeferencing of cadastral maps.
- 75 high-footfall Sub-Registrar Offices to become Registration Seva Kendras, modelled on Passport Seva Kendras.
- The Department of Land Resources calls it a shift to Digital Public Infrastructure for land.
What did earlier phases achieve?
- 99.90 per cent of Records of Rights (RoRs) digitised.
- 97 per cent of cadastral maps digitised.
- 99 per cent of Sub-Registrar Offices computerised.
- The Minister said phase 3.0 moves from isolated digitisation to full system integration.
What are the parts of DILRMP 3.0?
| Component | What it does |
|---|---|
| Land Stack | links cadastral maps, RoRs, registrations and court matters through GIS; State stacks join a federated National Land Stack |
| Bhu-Aadhaar (ULPIN) | 14-digit ID for every parcel |
| Registration Seva Kendras | 75 busy SROs get digital queues and better amenities |
| Legacy records | old registration records scanned and archived |
| Registration Repository | deeds and encumbrance data for due diligence |
| Paperless revenue courts | RCCMS linked to land records to cut pendency |
| NAKSHA | urban land mapping and Urban Property (UrPro) Cards |

Which constitutional entries cover land records?
- Seventh Schedule, List II (State List), Entry 18: Land, that is to say, rights in or over land, land tenures … transfer and alienation of agricultural land.
- List II, Entry 45: Land revenue, including the assessment and collection of revenue, the maintenance of land records, survey for revenue purposes and records of rights.
- So land records are a State subject; the Centre supports States through a central sector scheme.
How will the Land Stack work?
- Each State links its land datasets (maps, RoRs, registrations, court cases) through APIs
- State Land Stack is formed
- State stacks join a federated National Land Stack
- Data stays owned and controlled by the State authorities
- Citizens, banks and courts get interoperable records
Why does DILRMP 3.0 matter?
| Angle | What to note |
|---|---|
| Farmers | Clean titles help in getting institutional credit. |
| Courts | Linking revenue courts to records can cut mutation delays and pendency. |
| Federalism | A federated design keeps State ownership of land data. |
| Ease of living | Registration Seva Kendras reduce repeated office visits. |
| Urban planning | NAKSHA and UrPro Cards bring city land onto GIS records. |
What are the challenges in DILRMP 3.0?
- Georeferencing every cadastral map is a heavy technical task.
- Records digitised in earlier phases may not match ground reality; errors can carry into the new system.
- Integration depends on each State building APIs and sharing data.
- Only 75 SROs are planned as Registration Seva Kendras in this phase.
What should be done next on DILRMP 3.0?
- States to build their own Land Stacks and connect them.
- Assign Bhu-Aadhaar to every parcel and finish georeferencing.
- Scan legacy records so inheritance claims can be checked.
- Track progress on the DILRMP-MIS dashboard through the PS&MC.
