The VB-G RAM G Act, 2025: what happened?
MGNREGA ran for about two decades as India’s rural job guarantee. The new Act keeps the guarantee but raises the days, ties works to village plans, and adds face-based attendance. This FAQ tells you how the switch works.
- Existing MGNREGA Job Cards with e-KYC stay valid until new Gramin Rozgar Guarantee Cards are issued.
- Ongoing MGNREGA works continue and are prioritised for completion.
- States must notify their own schemes under the Act and a no-work period during peak sowing and harvest.
- PMAY-G houses can get 90/95 person-days of wage support under the Act.
Who does what under the Act?
| Level | Role |
|---|---|
| Gram Sabha | approves the Viksit Gram Panchayat Plan (VGPP) |
| Gram Panchayat | registers households, takes work requests, runs works, keeps records, prepares VGPP |
| Programme Officer | block level; not below BDO rank |
| District Programme Coordinator | District Collector or equal officer |
| State Government | notifies the scheme; pays unemployment allowance |
What works are allowed?
- Four domains: water security works; core rural infrastructure; livelihood-related infrastructure; extreme weather mitigation works.
- All works must come from the VGPP. The Act follows a single-plan, multi-funding approach for convergence.
Which constitutional provisions sit behind a rural work guarantee?
- Article 41 (Directive Principles): the State shall, within the limits of its economic capacity and development, make effective provision for securing the right to work, to education and to public assistance in cases of unemployment, old age, sickness and disablement, and in other cases of undeserved want.
- Article 243G with the Eleventh Schedule: “Poverty alleviation programme” is among the matters that may be devolved to Panchayats.
What are the worker entitlements?
| Entitlement | Rule |
|---|---|
| Days guaranteed | 125 per household per financial year |
| Unemployment allowance | at least one-fourth of wage rate for first 30 days, one-half after that |
| Delay compensation | 0.05% of unpaid wages per day after 15 days |
| Distance | within 5 km if possible; beyond that 10% extra wage |
| Worksite | drinking water, shade for children and rest, first aid box |
