The Bharat Maritime Insurance Pool: what happened?
When West Asia turns tense, foreign insurers can pull war cover or refuse ships linked to sanctioned countries. Without insurance, ships do not sail. BMIP gives India its own pool so trade keeps moving.
- First Marine Hull & Machinery War Policy under BMIP was issued by New India Assurance.
- Marine cargo war policies were also issued to Indian importers.
- Indian vessels have depended on International Group P&I Clubs for third-party liability cover.
What is P&I insurance?
- Protection and Indemnity cover for third-party liabilities: oil pollution, wreck removal, cargo damage, crew injury and repatriation, and collision.
How will a BMIP claim be paid?
Claim route (DFS, 12 May 2026)
- Domestic insurers in the pool issue the policy using combined capacity
- Risk is reinsured by all pool members in proportion to their commitment
- Claims up to USD 100 million: paid from the pool’s own capacity
- Claims above USD 100 million: sovereign guarantee invoked as last-resort backstop, after reserves, contributions and reinsurance are exhausted
Why does the Bharat Maritime Insurance Pool matter?
| Angle | What to note |
|---|---|
| Economy | Trade continuity when global cover is withdrawn. |
| Strategic | Sovereign control over maritime risk; less dependence on foreign P&I clubs. |
| Finance | Contingent liability on the government through the guarantee. |
| Shipping | Supports Indian-flagged fleet growth. |
What are the challenges in the Bharat Maritime Insurance Pool?
- The guarantee is a contingent liability that can hit the budget in a big loss.
- USD 1.5 billion must back all Indian-linked shipping risks; one big war loss could drain the pool.

What should be done next on the Bharat Maritime Insurance Pool?
- Build reserves and reinsurance so the guarantee is rarely used.
- Grow domestic P&I capacity over time.
