Model answer

Peter Drucker drew this distinction: efficiency is about using resources well; effectiveness is about choosing the right goal.

Why each alone fails

  • An office that builds toilets fast but in places without water is efficient, not effective.
  • A well-chosen scheme run with leakage and delay is effective in design, inefficient in delivery.

Striking the balance

  • Start with purpose: define outcomes, not outputs. Count children who learn, not schools built.
  • Then optimise the process: digitisation, simplified forms, DBT to cut cost and time.
  • Measure both: outcome budgets and dashboards like PRAGATI review both progress and results.
  • Feedback: citizen surveys and social audits show whether the 'right thing' is still right.
  • Prioritise: spend effort on the few tasks that matter most.
  • Ethics: speed should not compromise fairness; due process is part of doing the right thing.

Productivity in government means doing the right things, and then doing them well. Effectiveness comes first; efficiency makes it affordable.
