The BHAVYA scheme: what happened?
An investor who wants to build a factory in India usually loses months on land, approvals and power and water links. BHAVYA tries to have parks ready before the investor arrives, so work can start quickly. The portal launched on 8 June is where States will send their proposals.
- The Commerce Minister launched the BHAVYA Portal in New Delhi.
- DPIIT had released the operational guidelines in May 2026.
- The portal is the single digital interface for Detailed Project Report (DPR) proposals, appraisal and real-time monitoring.
- Selection is challenge-based: States and UTs compete with proposals showing land, investor interest and sector strengths.
What is the BHAVYA scheme?
- A Cabinet-approved scheme to develop 100 investment-ready industrial parks over six years.
- States provide the land; the Centre funds infrastructure through the National Industrial Corridor Development Corporation (NICDC) in a 51:49 partnership.
- Parks are to be plug-and-play: assured water and power, road and rail links, clear land titles, digital single-window clearances and, where feasible, air links.
- Space may be earmarked for startups, deep-tech, R&D, Global Capability Centres (GCCs), worker housing and social infrastructure.
- Testing labs are planned with BIS, the Export Inspection Agency and FSSAI.
How big will the parks be?
| Region | Size |
|---|---|
| Hilly regions, smaller UTs and Northeastern States | about 25 acres |
| Mid-sized States and regions | 100 to 500 acres |
| Locations close to cities and towns | up to 1,000 acres |
Final size depends on need assessment and the commitment of the State.
How will a BHAVYA park be selected and built?
- State identifies land and sector strengths
- State submits a DPR proposal on the BHAVYA Portal
- NICDC appraises and ranks proposals in a competitive round
- Selected park built with NICDC as partner (51:49)
- Progress tracked in real time on the portal
Why does the BHAVYA scheme matter?
| Angle | What to note |
|---|---|
| Manufacturing | Ready parks cut the time investors lose on land and approvals. |
| Jobs | The stated aim is large-scale direct and indirect employment. |
| Federalism | States compete for parks; the Centre and States share the equity 51:49. |
| Investment | Possible country-specific enclaves with Japan, Singapore, the Republic of Korea and Switzerland. |
What are the challenges in the BHAVYA scheme?
- Land must come from States; delays in land titles can hold up a whole park.
- Environmental clearances still need location-wise planning.
- A competitive model may favour States that already have strong administrations.
What should be done next on the BHAVYA scheme?
- Fill the first 20 parks on time and publish selection scores.
- Keep parks sector-specific, matched to local strengths.
- Track investment and jobs actually created, not only land developed.
