A 23 May 2026 PIB note frames cold-water fisheries as a Blue Economy pillar in Himalayan and hill States. National cold-water production is about 7,000 metric tonnes; trout about 6,000 MT in 2024–25. Under PMMSY (2020–26), over ₹5,638.76 crore was sanctioned for cold-water States. Model Guidelines for Cold Water Fisheries Development, 2026 have been issued.
- Production
- ~7,000 MT cold-water fish; trout ~6,000 MT (2024–25)
- Share
- nearly 3% of inland fish production; national fish ~197.75 lakh tonnes (2024–25)
- Species
- rainbow trout, golden mahseer, snow trout
- Water band
- 5°C to 25°C; DO above 6 mg/L; pH 6.5 to 8.0
- PMMSY cold-water
- over ₹5,638.76 crore of ₹21,963.48 crore national approvals (2020–26)

India’s cold-water fisheries: what happened?
Trout and mahseer need cold, oxygen-rich water. That used to mean only high-altitude streams. Raceways, RAS and hatcheries now turn those hills into a small but growing aquaculture belt—and a livelihood story for mountain districts.
- Trout farming generally above 1,500 m; mahseer at relatively lower elevations.
- J&K leads trout (~3,010 MT); Himachal ~1,673 MT (2025–26); Uttarakhand ~710 MT trout and 10,486 MT total fish (2024–25).
- Four Cold Water Fisheries Clusters: Anantnag, Pithoragarh, Kullu, Kargil.
- Aqua parks at Anantnag, Udham Singh Nagar, Ziro, Mokokchung.
- Livelihood support to 23.51 lakh families; insurance cover for 33.78 lakh fishers.
Which schemes fund the sector?
- PMMSY (2020–26), FIDF (₹7,761.78 crore approvals 2018–26), Blue Revolution (2015–20), PM-MKSSY (₹6,000 crore outlay).
- International knowledge ties cited with Norway and Iceland.
What do the State trout snapshots show?
| Region | Figure |
|---|---|
| Jammu & Kashmir | ~3,010 MT trout (2024–25); Kokernag hatchery; 2,000+ private units |
| Himachal Pradesh | ~1,673 MT trout (2025–26); 909 farmers; 1,739 units |
| Uttarakhand | ~710 MT trout; ~2,500 raceways |
| Ladakh | over 50 MT; 120 raceways; four hatcheries |
Why does India’s cold-water fisheries matter?
| Angle | What to note |
|---|---|
| Blue Economy | Hill aquaculture as livelihoods and nutrition. |
| Biodiversity | 278+ cold-water fish species identified. |
| Infrastructure | Raceways, RAS, hatcheries, cold chain under PMMSY. |
What are the challenges in India’s cold-water fisheries?
- National cold-water output (~7,000 MT) is still small beside total fish production.
- High-altitude logistics and disease control remain hard.
What should be done next on India’s cold-water fisheries?
- Use Model Guidelines 2026 on hatcheries, biosecurity and branding.
- Scale clusters and aqua parks with startup and cooperative links.
What can Prelims ask on India’s cold-water fisheries?
- Cold-water fish ~7,000 MT; trout ~6,000 MT (2024–25).
- PMMSY cold-water sanction over ₹5,638.76 crore.
- Clusters: Anantnag, Pithoragarh, Kullu, Kargil.
