The cotton customs duty waiver and Mission for Cotton Productivity: what happened?
Textile mills need enough cotton at a workable price. When domestic supply is tight, a short duty holiday eases mills without locking farmers out forever. The longer fix is the new Mission, which tries to raise yields and quality so India needs less import dependence by 2030-31.
- The duty notification is temporary and time-bound.
- The Mission follows the 5F vision: Farm to Fibre to Factory to Fashion to Foreign.
- It will be run by Agriculture and Textiles Ministries with 10 ICAR institutes, one CSIR institute and 10 AICRP Cotton centres in SAUs.
- First focus: 140 districts in 14 States, and 2,000 ginning/processing factories.
What will the Mission do?
- Develop high-yielding, climate-resilient, pest-resistant seeds and other production technologies.
- Scale High Density Planting System (HDPS), Closer Spacing, Integrated Cotton Management and Extra Long Staple (ELS) cotton.
- Modernise ginning, strengthen testing labs, and brand under Kasturi Cotton Bharat for traceability.
- Digitally integrate mandis for clearer price discovery.
- Promote cotton-waste recycling and other natural fibres (flax, ramie, sisal, milkweed, bamboo, banana).
