The VB-G RAM G interim allocation: what happened?

India was about to switch its rural jobs law. MGNREGA would end on 1 July 2026 and the VB-G RAM G Act would begin the same day. A switch like this can stall work and wages for weeks, so the Centre released money in advance and checked whether States were ready.

  • State Rural Development Ministers met by video conference to review readiness for the 1 July rollout.
  • An interim allocation of ₹95,692 crore was released; with ₹30,000 crore already given under MGNREGA, the total exceeds ₹1.25 lakh crore.
  • The message to States: no worker should be left without work during the transition, and wages and statutory rights must not be disrupted.
  • 26 States had made budget provisions; Jharkhand, Karnataka, Telangana and Mizoram were urged to finish the process.
  • Mizoram, Puducherry and Andhra Pradesh had issued State notifications; others were asked to hurry.
  • States were told to notify agricultural peak seasons, reach 100 per cent e-KYC, and train staff at district and block level.
Back Story

What is VB-G RAM G?

  • The Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 is the rural employment law that replaces MGNREGA.
  • It guarantees 125 days of wage employment in a financial year to every rural household whose adult members volunteer for unskilled manual work.
  • All works must come from the Viksit Gram Panchayat Plan (VGPP), prepared by the Gram Panchayat and approved by the Gram Sabha.
  • Contractors cannot be engaged; works are done with manual labour as far as practicable.
Back Story

Why does the Act ask States to notify peak agricultural seasons?

  • During sowing and harvesting, farms need labour. The Act lets States notify such a period in which works under the Act are not taken up, so farm work does not run short of hands.
Rulebook

Which constitutional provisions sit behind a rural work guarantee?

  • Article 41 (Directive Principles): the State shall, within the limits of its economic capacity and development, make effective provision for securing the right to work, to education and to public assistance in cases of unemployment, old age, sickness and disablement, and in other cases of undeserved want.
  • Article 243G with the Eleventh Schedule: “Poverty alleviation programme” is among the matters that may be devolved to Panchayats, which is why Gram Panchayats and Gram Sabhas choose the works.
