Better-quality rice under PMGKAY: what happened?

Free ration rice is a lifeline for crores of families, but a sack with one-fourth broken grains feels like second-class food. For the first time in nearly three decades, the Government has changed the rule. The poor get the same quantity, now with fewer broken grains and more dignity.

  • Raw rice under PMGKAY and Other Welfare Schemes will have up to 10% broken grains, down from 25%.
  • Parboiled rice will have up to 5%, down from 16%.
  • Broken rice from milling will be separated and used for other, including industrial, purposes.
  • Broken rice will be auctioned directly from millers’ premises and stored in HDPE bags, cutting jute bag needs.
  • Rice bags will carry QR codes for end-to-end tracking in the PDS.
Back Story

Why change the broken-grain rule now?

  • The old specification allowed up to 25% broken grains in raw rice.
  • Separating brokens at the mill sends whole grains to families and brokens to buyers who pay for them.
  • The Government frames it as moving from food security to food security with quality.
Back Story

Was it tested first?

  • Yes. Pilots ran in Haryana, Andhra Pradesh, Punjab, Odisha, Telangana and Chhattisgarh.
  • They showed better rice can be produced at scale; pilot rice will also go to beneficiaries.
Rulebook

  • Article 47 (Directive Principles): the State shall regard “the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties”.
