Battle Brief

The Union Cabinet approved the Pradhan Mantri Surya Sarovar Yojana (PM-SSY) on 31 July 2026, with an outlay of ₹5,070 crore. It backs 5,000 MW of floating solar projects on reservoirs and ponds, each with storage of at least two hours, or 10,000 MWh. Projects get ₹1 crore per MW after commissioning. Floating solar today is only about 700 MW.

PM Surya Sarovar Yojana: what happened?

Solar parks need large tracts of land, and land is scarce and contested. Floating solar puts the panels on water instead: dams, reservoirs and industrial ponds. States also need help to meet peak demand. So PM-SSY ties every floating plant to storage of at least two hours.

  • The scheme follows a National Institute of Solar Energy (NISE) estimate of about 102.18 GWp of floating solar potential.
  • Feasibility support covers bathymetry and hydrography surveys, environmental studies and other preparatory work.
  • All States and Union Territories can benefit.
  • Expected gains: about 10 million tonnes less CO2 a year and 16,000 to 17,000 full-time equivalent jobs.
  • It should push domestic manufacturing of floats, PV cells, modules and storage systems.
Back Story

What is floating solar?

  • Solar photovoltaic panels mounted on floatation systems on a water body.
  • PM-SSY targets existing reservoirs and industrial ponds, so no new land is needed.
  • Bathymetry and hydrography assessments come first, as part of the feasibility studies.
  • Co-located storage means the storage system sits at the same project site.
Back Story

Where does it fit in India’s solar story?

  • Solar capacity grew from about 3 GW in 2014 to 162.15 GW by 30 June 2026, the PIB backgrounder of 2 August says.
  • India added 44.61 GW of solar in FY 2025-26, nearly double the 23.83 GW of FY 2024-25.
  • At COP26 in Glasgow India set the Panchamrit goals: 500 GW non-fossil capacity by 2030 and net zero by 2070.
  • PM-SSY adds a storage-backed, land-free option to solar parks, rooftops and PM-KUSUM.
By the numbers

What do the numbers show?

PM-SSY at a glance (PIB, Cabinet, 31 Jul 2026)
ItemFigure
Floating solar nowaround 700 MW
Capacity added by PM-SSY5,000 MW
Minimum storagetwo hours (10,000 MWh)
Floating solar potential (NISE)about 102.18 GWp
CO2 avoidedaround 10 million tonnes a year

At ₹1 crore per MW, support for 5,000 MW comes to ₹5,000 crore; the rest of the ₹5,070 crore covers studies and other items.

How it works

How will a PM-SSY project move?

  1. State or developer picks a reservoir or industrial pond
  2. Feasibility studies: up to ₹50 lakh support
  3. Project sanctioned between FY 2026-27 and FY 2030-31
  4. Plant with two-hour storage built and commissioned
  5. ₹1 crore per MW released after commissioning
Why examiners care

Why does PM Surya Sarovar Yojana matter?

AngleWhat to note
LandNo competition for scarce land.
GridStorage helps States meet peak demand and keeps the grid steady.
ClimateAround 10 million tonnes of CO2 avoided a year.
IndustryDemand for domestic floats, cells, modules and batteries.
Water bodiesGives reservoirs and industrial ponds a second use.
Fault Lines

What are the challenges in PM Surya Sarovar Yojana?

  • Only about 700 MW exists today; scaling seven-fold in five years is a big jump.
  • Storage adds cost, and support comes only after commissioning, so developers must fund the build first.
  • Each water body needs depth and environmental studies before work starts.
  • Reservoirs are owned by different agencies, so coordination with States is needed.
Road Ahead

What should be done next on PM Surya Sarovar Yojana?

  • Map reservoirs and ponds State by State from the NISE assessment.
  • Speed up feasibility studies with the ₹50 lakh support.
  • Tie storage dispatch to evening peak demand.
  • Build a domestic supply chain for floats and batteries.
Exam Radar
