The National Mission on Edible Oils-Oil Palm: what happened?

India meets only about 44 per cent of its edible oil demand from home production (2023-24, PIB backgrounder of December 2025). Oil palm gives the most oil per hectare of any crop, so the Centre set up a separate mission for it in 2021. This reply is a five-year report card.

  • The mission runs in 15 States, from Andhra Pradesh and Telangana to Arunachal Pradesh, Assam, Manipur, Mizoram, Nagaland and Tripura.
  • Help covers planting material, upkeep, intercropping, drip irrigation, machinery, replanting, seed gardens, nurseries and processing units.
  • Farmers get price assurance through the Viability Gap Payment (VGP).
  • A separate National Mission on Edible Oils-Oilseeds (NMEO-OS) was launched on 3 October 2024 for 2024-25 to 2030-31.
  • Under NMEO-OS, 60 Seed Hubs and 50 seed storage units have been sanctioned, with 100% support for breeder seed.
Back Story

Why does India need an oil palm mission?

  • Import dependence on edible oils was 56.25% in 2023-24, down from 63.2% in 2015-16 (PIB backgrounder, Dec 2025).
  • Edible oil imports reached 15.66 million tonnes in 2023-24.
  • Palm oil yield is about 5 times the edible oil from traditional oilseeds.
  • Andhra Pradesh and Telangana account for 98% of oil palm production.
Back Story

How does the price assurance work?

  • Farmers sell Fresh Fruit Bunches (FFBs), whose prices follow international crude palm oil (CPO) prices.
  • The government guarantees a price to protect farmers from those swings; the backgrounder calls it the Viability Price, the 2026 reply calls it the Viability Gap Payment.
  • Assistance for planting material was raised from ₹12,000 to ₹29,000 per hectare.

How it works

How does the mission reach a farmer?

  1. Seed gardens and nurseries supply seedlings
  2. Farmer plants oil palm with help for inputs and drip irrigation
  3. Intercropping gives income during the gestation years
  4. Processors buy Fresh Fruit Bunches
  5. Viability Gap Payment covers the gap when CPO prices fall

  • Only 2.73 lakh ha of the 6.5 lakh ha target was reached in five years (about 42%).
  • Central release of ₹1,447.21 crore is small next to the ₹8,844 crore central share.
  • Production is concentrated in two States (98% from Andhra Pradesh and Telangana).
  • Oil palm takes years to yield, so farmers need support through the gestation period.
