On 30 August 2026 the Department of Fertilizers described a new phase of the Integrated Fertilizer Management System, built by NIC. It covers over 14 crore Aadhaar-linked buyers and 2.5 lakh retailers and supports a subsidy of nearly ₹2 lakh crore a year. It now links to farmer and land data, app-based booking, vehicle tracking and electronic bills.
- System
- Integrated Fertilizer Management System (iFMS)
- Developer
- National Informatics Centre (NIC), for Department of Fertilizers
- Buyers
- more than 14 crore Aadhaar-linked
- Retailers
- over 2.5 lakh
- Sales
- around 7 crore tonnes a year
- Subsidy
- nearly ₹2 lakh crore a year
The Integrated Fertilizer Management System: what happened?
Fertiliser is heavily subsidised, so it is prone to diversion, hoarding and overuse. If the government knows who buys how much, for which land and crop, it can target supply and subsidy better. iFMS is moving from counting sales to understanding use.
- Dashboards now show production, imports, dispatches, stocks and retail sales at national, State, district and retailer levels.
- iFMS was linked with Haryana’s Meri Fasal Mera Byora and work began on AgriStack integration.
- Framework for Fertilizer Sale lets farmers book fertiliser by app using their AgriStack ID.
- Vehicle Location Tracking System follows consignments in transit.
- Electronic subsidy bills with PFMS/e-Bill began on 1 January 2026.
How does the Framework for Fertilizer Sale work?
- The farmer books fertiliser on a mobile app using an AgriStack ID, after land and ownership checks.
- A QR-based booking is generated and read at the retailer’s PoS device.
- The PoS checks what was booked against what is bought.
- It is being rolled out in phases to study booking behaviour and operational issues.
What new analysis is possible?
- Fertiliser use per hectare and across landholding sizes.
- Product-wise and crop-wise use.
- The gap between the requirement shown at booking and the actual purchase.
How is subsidy processing changing?
- Subsidy is paid on actual sales recorded on PoS devices.
- Electronic bill processing removes physical movement of bills and improves traceability.
- Random verification and extra checks are being added for DBT-related bills.
What are the building blocks of the new phase?
| Component | Purpose |
|---|---|
| Dashboards and analytics | early warning on supply and unusual trends |
| MFMB and AgriStack link | match buyers with farmer and land records |
| Framework for Fertilizer Sale | app booking verified at PoS |
| Vehicle Location Tracking System | monitor consignments in transit |
| e-Bill with PFMS | electronic subsidy processing |
How does fertiliser move through iFMS?
- Production or import recorded
- Dispatch and vehicle tracking in transit
- Stock at district and retailer
- Farmer booking verified at PoS sale
- Subsidy bill processed electronically
Why does the Integrated Fertilizer Management System matter?
| Angle | What to note |
|---|---|
| Transparency | Every stage from plant to farmer is visible digitally. |
| Targeting | Sales can be matched to land and crop needs. |
| Fiscal | Better control over a subsidy of nearly ₹2 lakh crore. |
| Soil health | Data on per-hectare use can guide balanced fertiliser use. |
| Governance | An example of digital public infrastructure in agriculture. |
What are the challenges in the Integrated Fertilizer Management System?
- Land and crop records are often incomplete or of poor quality, as the MFMB experience showed.
- Tenant farmers without land titles may find ID-based booking harder.
- Data privacy needs care as farmer, land and purchase data are linked.
What should be done next on the Integrated Fertilizer Management System?
- Phased expansion of the Framework for Fertilizer Sale.
- Wider AgriStack integration across States.
- Stronger random checks on DBT bills.
