The SIR verification changes: what happened?

The SIR is a door-to-door re-check of voter lists. Many people got notices because their names could not be matched or had errors, and had to go to officers’ offices. The Commission now brings the process to their homes.

  • Persons served notice as unmapped or for logical discrepancies need not go to the ERO or AERO office.
  • BLOs collect documents at home and upload them on ECINet; the ERO decides.
  • Any adult family member can be authorised to attend a hearing.
  • DEOs to set up help desks or camps for people in night shelters, labourers, the poor and homeless.
  • A committee under a Senior Deputy Election Commissioner, with an IIT/IIIT expert, will review ECINet for legal compliance.
  • New IT modules will go to the Committee of Officers before Commission approval.
Back Story

What is the SIR?

  • A Special Intensive Revision re-checks every entry in the electoral roll.
  • It has been completed in 20 States/UTs, including Bihar and West Bengal.
  • People left out can still apply to the ERO under continuous updation.
  • The declaration attached to Form 6 for SIR has been upheld by the Supreme Court.
  • Outside SIR, forms under the Registration of Electors Rules 1960 apply.
