Environmental-economic accounts: what happened?
GDP counts the timber sold but not the forest lost. Environmental accounts try to fix that by recording natural assets and how they change.
- MoSPI released the “Strategy for Environmental Economic Accounts in India 2026-2030” [PIB].
What is SEEA?
- The System of Environmental-Economic Accounting is a UN statistical framework, endorsed by the UN Statistical Commission, for linking environmental data with the national accounts.
- It records stocks of natural assets (forests, water, minerals) and flows between the economy and the environment.
What has India done so far?
- Since 2018 MoSPI has published accounts and studies on forests, biodiversity, wetlands, ocean, soil, water quality, croplands, energy, residuals, urban ecosystems and pollination services.
- The 2022-26 strategy focused on material flow, ocean, energy and thematic (biodiversity, urban) accounts.
What is new in 2026-30?
| Strategy | Main areas |
|---|---|
| 2022-2026 | Material flow, ocean, energy; thematic accounts for biodiversity and urban areas |
| 2026-2030 | Forest, minerals, soil, land, water, carbon stock, environment-related activities, biodiversity, environment statistics |
Why does Environmental-economic accounts matter?
| Angle | What to note |
|---|---|
| Economy | Shows true cost of growth; basis for “green GDP” discussions. |
| Environment | Tracks depletion of natural capital over time. |
| Federal | Acts as a guide for States wishing to start their own accounts. |
What are the challenges in Environmental-economic accounts?
- Data gaps on many natural assets, especially at State level.
- Putting money values on ecosystem services is hard.
What should be done next on Environmental-economic accounts?
- Help States build environmental accounts using this roadmap.
- Link accounts to policy, such as mining and forest decisions.
What can Prelims ask on Environmental-economic accounts?
- SEEA is endorsed by the UN Statistical Commission.
- MoSPI’s environment accounting work began in 2018.
- SNA 2025 recognises natural resource accounting.
