The India-UK JETCO: what happened?
A trade agreement is only as good as its use. CETA is now in force, and this JETCO was the first chance for ministers to check how firms are using it, what has already moved across the border, and how to fix problems early.
- The 16th meeting of the India-UK Joint Economic and Trade Committee (JETCO) was held in New Delhi on 12 October 2026.
- It was the first JETCO since negotiations on the India-UK Comprehensive Economic and Trade Agreement (CETA) began in January 2022; both sides called CETA the foundation of a deeper partnership.
- On the day CETA entered into force, Indian exporters sent more than 50 consignments to the UK; the first Certificates of Origin were issued on the eCoO 2.0 platform on self-certification.
What is JETCO?
- The Joint Economic and Trade Committee is the ministerial forum for India-UK trade and investment ties, led by the Commerce and Industry Minister of India and the UK Secretary of State for Business, Innovation, Science and Trade.
- It reviews trade, sets priorities for the year ahead and gives officials their tasks.
- This 16th meeting coincided with a visit of seven mayors and a combined authority leader from the North of England, plus visits by the UK Secretaries of State for Scotland and for Environment, Food and Rural Affairs.
What is CETA?
- The India-UK Comprehensive Economic and Trade Agreement is a free trade agreement. Negotiations started in January 2022.
- The joint statement calls it the beginning, not the end: a foundation for a deeper and broader economic partnership.
- CETA lowers tariffs; exporters claim preferential tariffs by proving origin through a Certificate of Origin.
What has already moved under CETA?
| Direction | Goods named in the joint statement |
|---|---|
| India to UK | More than 50 consignments on day one: smartphones and other electronics, machinery including turbojets, gold jewellery, ready-made garments, woollen yarn, tea, coffee |
| India to UK (first) | Joha rice from Assam, the first export of this regional variety to the UK |
| UK to India | Tariff-free Scottish salmon within a fortnight; Scotch whisky at reduced tariffs; first cars under the tariff-rate quota |
How do exporters claim CETA benefits?
- Through a Certificate of Origin. The first CETA certificates were issued on India’s eCoO 2.0 platform on a self-certification basis, so exporters could claim preferential treatment from the first day.
- A tariff-rate quota (TRQ) allows a set quantity of a good (here, cars) in at a lower tariff; imports above the quota pay the normal rate.
What did the two sides agree at the 16th JETCO?
| Area | Decision |
|---|---|
| Data | Exchange data every year, starting one year after CETA entered into force, on how often firms claim lower tariffs, plus business feedback |
| Running the deal | Set up CETA committees and working groups; name government contact points for every part of the agreement |
| Going further | Deepen cooperation in services, innovation, government procurement, science and technology, and gender |
| Business | More business-to-business engagement, sector roundtables and regional partnerships |
| Next meeting | 17th JETCO in the United Kingdom in 2027 |
How is CETA meant to work in practice?
From agreement to exporter
- CETA enters into force
- Exporter self-certifies origin on eCoO 2.0
- Goods enter at the lower CETA tariff
- Usage data shared every year
- JETCO and CETA committees fix problems
Why does the India-UK JETCO matter?
| Angle | What to note |
|---|---|
| Economic | Lower tariffs for Indian labour-intensive goods (garments, jewellery, tea) and for engineering goods in a large market. |
| MSMEs | The data exchange is aimed at helping more small and medium firms use the deal. |
| Regional | First export of Joha rice shows CETA can carry GI-type regional products abroad. |
| Strategic | Trade ties underpin the wider India-UK partnership, including science and innovation. |
| Federal | Recognition of states, regions and cities as trade actors; the North of England mayors visited alongside JETCO. |
What are the challenges in the India-UK JETCO?
- FTA use by small firms is often low because rules of origin and paperwork are hard to follow; the joint statement itself names small and medium firms as a focus.
- Opening India to UK goods such as whisky, salmon and cars needs careful handling for domestic producers.
- Services and government procurement were listed for deeper cooperation, so gains there are still to come.
- Without regular data, it is hard to tell whether tariff cuts are being claimed; the annual exchange starts only one year after entry into force.
What should be done next on the India-UK JETCO?
- Use the annual data to find sectors where Indian exporters are not claiming CETA tariffs and target outreach there.
- Make the eCoO 2.0 self-certification process simple for first-time exporters.
- Push regional products (like Joha rice) through export promotion bodies.
- Build on the Science and Innovation Council for technology partnerships.
