Kanda Express to Agartala: what happened?

Onion prices are a political thermometer in India. When they spike, kitchens feel it first. The North-East pays more because onions travel a long way from Maharashtra and Karnataka. A full train of government-held onions is the Centre’s answer.

  • PIB, 16 Oct 2026: first-ever Kanda Express to Agartala, about 440 MT, expected by 18 Oct 2026.
  • Districts covered: Dhalai, South Tripura, Khowai, Unakoti, West Tripura, Gomati and Sepahijala.
  • So far in the North-East: two rakes (840 MT and 452 MT) and 44 truck consignments (1,513.46 MT), across Assam, Tripura and Nagaland.
Back Story

What is the Price Stabilization Fund?

  • A central fund set up in 2014-15 to control price swings in farm goods, mainly onion, potato and pulses.
  • It is now run by the Department of Consumer Affairs.
  • The government buys produce when prices are low, stores it as a buffer, and releases it when prices rise.
  • Release decisions follow market prices, arrivals and availability (PIB).

How does rail compare with trucks for buffer onions?

ModeStrengthLimit
Rail rake (Kanda Express)Large volume in one go, lower cost per tonneNeeds rail-head; last mile by road
TruckReaches smaller towns directlySmaller loads, costlier over long distance
Rulebook

  • Concurrent List Entry 33: trade and commerce in, and supply and distribution of, foodstuffs.
  • Essential Commodities Act, 1955 lets government regulate supply and stock of essential goods.
  • Article 47 (DPSP): duty to raise nutrition and the standard of living.
How it works

How do buffer onions reach a Tripura kitchen?

From buffer to market

  1. Onions bought into PSF buffer
  2. Prices rise in a deficit region
  3. Rake loaded and sent (Kanda Express)
  4. Unloaded at Agartala
  5. Released across seven districts to cool retail prices
Why examiners care

Why does this matter?

AngleWhat to note
InflationOnion is a big driver of food inflation swings.
Regional equityNorth-East price gap with national average is narrowing.
LogisticsRail used as a price-control tool.
Federal cooperationCentre supplies, States help distribute.
Fault Lines

What are the challenges?

  • Onions lose weight and rot in storage, so buffers face losses.
  • Market releases can hurt farmers if timed badly.
  • The North-East depends on long supply chains for most vegetables.
  • One-off rakes do not fix the lack of cold storage in the region.
Road Ahead

What should be done next?

  • Build onion storage and cold chains closer to the North-East.
  • Use price data to time releases so farmers are not hurt.
  • Promote local onion cultivation where climate allows.
  • Make rail rakes a regular, scheduled service in lean months.
